Badum, Public Works Director 949 - 644 -3311, sbadum @newportbeachca.gov PREPARED BY: Brad Sommers APPROVED: A Y:!i�l TITLE: RESOLUTION SUPPORTING AN APPLICATION BY CITY OF IRVINE FOR OCTA MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM FOR BONITA CANYON DRIVE - FORD ROAD AND UNIVERSITY DRIVE r c7i9 The City of Irvine request that the City of Newport Beach support their application, as lead agency, to the Orange County Transportation Authority (OCTA) Measure M2 Regional Traffic Signal Synchronization Program for the Ford Road - Bonita Canyon Drive - Culver Drive and University Drive - Jeffrey Road Corridor Synchronization Projects. RECOMMENDATION: Adopt Resolution No. 2011- 106 supporting the City of Irvine application for the OCTA Measure M2 Traffic Signal Synchronization Program for the Ford Road - Bonita Canyon Drive - Culver Drive and University Drive - Jeffrey Road Corridor Projects. FUNDING REQUIREMENTS: There is no funding needed at this time for adoption of the Resolution to support project applications. Should the City of Irvine's project applications be successful and awarded Measure M2 grant funds for one, or both, of the signal synchronization projects, the City of Newport Beach will be required to provide matching funds of at least 20 percent of the cost for upgrades to the corridor traffic signals within the City of Newport Beach. Total project cost and required City matching funds for these projects will be determined as part of the project design and included in FY 2012 -2013 Capitol Improvements Program as needed. DISCUSSION: Through the Measure M2 Traffic Signal Synchronization Program, OCTA is working to enhance traffic signal coordination and reduce travel time delay by funding synchronization RESOLUTION SUPPORTING AN APPLICATION BY CITY OF IRVINE FOR OCTA MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM FOR BONITA CANYON DRIVE -FORD ROAD AND UNIVERSITY DRIVE November 22, 2011 Page 2 projects for multi - jurisdictional traffic signal corridors. Project Eligibility requires City Council Resolution supporting application and implementation of the project. The proposed projects will synchronize traffic signals along the two project corridors through traffic signal equipment and communication infrastructure upgrades, as well as, traffic signal timing and coordination improvements. The Ford Road - Bonita Canyon Drive - Culver Drive corridor project synchronizes 39 signalized intersections. Of these, six intersections along Ford Road and Bonita Canyon Drive from Jamboree Road to Chambord are within the City of Newport Beach. The University Drive - Jeffrey Road corridor project synchronizes 33 signalized intersections. Of these, two intersections, University Drive /Jamboree Road and University Drive /La Vida are within the City of Newport Beach. As part of the project, intersections within Newport Beach will receive upgraded traffic signal control and communication equipment. Additionally, the project includes monitoring of new signal timing, communications support, and integration of the modernized traffic signals into the City's Traffic Management Center. The intersection upgrades are consistent with the Traffic Signal Modernization Master Plan. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). Ct.1 Ne`�aGP • Rey,ona:PalF. • Traffic Signals r — Jeffrey Rd" "" J� �:.mW'O � — University Dr � \ c UNIVERSITY DRIVE - JEFFREY ROAD TRAFFIC SIGNAL SYNCHRONIZATION PROJECT CORRIDOR EXHIBIT B Exhibit C RESOLUTION NO. 2011- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING AN APPLICATION BY THE CITY OF IRVINE FOR THE ORANGE COUNTY TRANSPORTATION AUTHORITY'S (OCTA) MEASURE M2 TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM FUNDING FOR THE FORD ROAD - BONITA CANYON DRIVE - CULVER DRIVE AND UNIVERSITY DRIVE- JEFFREY ROAD CORRIDOR SYNCHORNIZATION PROJECTS WHEREAS, the Regional Traffic Signal Synchronization Program targets over 2000 signalized intersections across Orange County to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the Orange County Transportation Authority has developed the Regional Traffic Signal Synchronization Master Plan to identify traffic signal synchronization street routes and traffic signals within and across jurisdictional boundaries, and defines the means of implementing the Regional Traffic Signal Synchronization Program; and WHEREAS, the City Council previously approved Resolution No. 2010 -130 adopting a Local Signal Synchronization Plan for the City of Newport Beach; and WHEREAS, the Ford Road - Bonita Canyon Drive - Culver Drive and University Drive - Jeffrey Road Corridor Synchronization Projects will continue the existing traffic signal coordination along these corridors in the City of Newport Beach across jurisdictional boundaries; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES RESOLVE AS FOLLOWS: Section 1. The City Council supports the application by the City of Irvine for OCTA Measure M2 Traffic Signal Synchronization Program funding for the Ford Road- Bonita Canyon Drive - Culver Drive and University Drive - Jeffrey Road Corridor Synchronization Projects. Section 2. The City of Newport Beach agrees to provide matching funding of at least 20 percent of the cost to upgrade Newport Beach traffic signal equipment along the project corridors, including signal timing monitoring and communication if the projects are selected for Measure M2 funding. Total project cost and required matching funds will be determined at the time of project design and included in the FY 2012 -2013 Capitol Improvement Program. Section 3. The City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Section 4. This resolution shall become effective immediately upon its passage and adoption. HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted at a Regular Meeting of the City Council of the City of Newport Beach on this 11th day of November, 2011. Michael F.
