SUBJECT: Proposed City Council Ad Hoc Airport Policy Review Committee
ISSUE:
Should the City Council adopt a resolution creating the City Council Ad Hoc Airport
Policy Review Committee?
RECOMMENDATION:
1. That the City Council adopt a resolution creating the City Council Ad Hoc
Airport Policy Review Committee and terminating the Airport Issues
Committee;
2. That the Mayor appoint three members of the City Council to the City
Council Ad Hoc Airport Policy Review Committee.
DISCUSSION:
Backqround:
The JWA Settlement Agreement Extension Committee terminated in September 2002 and
the Airport Issues Committee jurisdiction was limited to review and consideration of grant
proposals. Current City Council policies regarding John Wayne Airport (JWA) and Orange
County aviation issues were adopted long before the recent amendments to the JWA
Settlement Agreement and some revision is probably necessary.
Discussion:
The City Council may want to adopt the proposed resolution (copy attached) creating the
Ad Hoc Airport Policy Review Committee (Committee) and terminating the Airport Issues
Committee. This Committee would review existing City Council policies and relevant
provisions of the Land Use Element, receive input from community groups involved in the

JWA Settlement Agreement as well as the Aviation Committee and return to the City
Council with recommendations. The Committee would sunset in six (6) months or at such
time as the recommendations were submitted to the City Council, whichever occurs first.
The Mayor would appoint members of the Committee and the City Attorney would provide
limited staff support.
Environmental Review: CEQA does not require any environmental documentation
when it is obvious that the decisions will not have any significant effect.

RESOLUTION NO. 2003-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
CREATING THE CITY COUNCIL AD HOC AIRPORT POLICY REVIEW COMMITTEE
WHEREAS, the City Council of the City of Newport Beach has adopted formal
policies regarding the operation of John Wayne Airport (JWA) in particular and Orange
County air transportation demand in general; and
WHEREAS, the City Council of the City of Newport Beach and other parties to the
JWA Settlement Agreement have recently approved amendments that may require
some revision to current airport policies; and
WHEREAS, City Council policies that address Orange County air transportation
issues generally have not been reviewed for almost four years and should be evaluated
in light of new issues and any change in circumstances that has occurred since the last
formal review by the City Council;
WHEREAS, the City Council would like to receive input on all aviation issues from
SPON, AWG (the other parties to the JWA Settlement Agreement) and the Citizens
Aviation Committee prior to taking formal action on any recommendation from the
Committee;
WHEREAS, the Airport Issues Committee has fulfilled all of its responsibilities and
that committee should be terminated.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
HEREBY RESOLVES AS FOLLOWS:
SECTION 1. ESTABLISHMENT
The City Council Ad Hoc Airport Policy Review Committee (Committee) shall be
established as of the date this Resolution is approved by four members of the Newport
Beach City Council.
SECTION 2. DUTIES
The Committee shall do the following:
(a) Review existing City Council Policy A -17 and relevant provisions of the
Newport Beach General Plan;
(b) Analyze Council Policy A -17 and the relevant provisions of the General
Plan in light of recent amendments of the JWA Settlement Agreement and
recent events and actions relevant to Orange County air transportation
issues.
(c) Obtain input from Stop Polluting Our Newport and the Airport Working
Group of Orange County relative to any amendments to Council Policy A-
17 or the General Plan that either believes may be appropriate under the
circumstances;
(d) Submit any proposed modifications to Council Policy A -17 or the General
Plan to the Aviation Committee for their review and comment; and
(e) After consideration of Aviation Committee input, submit any recommended
changes to the City Council for discussion and consideration at a Study
Session.
SECTION 3. COMPOSITION
The Committee shall consist of three members of the City Council appointed by, and
serving at the pleasure of, the Mayor.
SECTION 4. TERM
The term of the Committee shall expire six months from the date this Resolution is
approved or at such time as the Committee's recommendations are considered by the
City Council at a Study Session or other regular meeting of the City Council.
SECTION 5. TERMINATION
The Airport Issues Committee has fulfilled all of its responsibilities and that committee is
hereby terminated.
