SUBJECT: REFILLING OF VACANCIES ON THE GENERAL PLAN ADVISORY
COMMITTEE
ISSUE:
Should the vacancies on the General Plan Advisory Committee be refilled and if so, by
using the previously submitted applications or by re- advertising?
RECOMMENDATION:
Direct the General Plan Update Committee to review previously submitted GPAC
applications and make recommendations for the City Council to fill vacancies if there is
a sufficient pool of applicants. Direct Planning Staff to advertise for applications if the
pool of previous applicants is insufficient.
DISCUSSION:
Background:
On April 10, 2001, the City Council adopted Resolution No. 2001 - 22, establishing a
General Plan Advisory Committee (GPAC). The Council established the roles and
duties of the committee and set fourth specific requirements for committee composition.
In February of 2002, the City's General Plan Update Committee (GPUC) reviewed 252
applications received via the City's Visioning Website, the Visioning Festival, the mobile
kiosk, and the citywide newsletter. GPUC conducted a screening process and identified
52 applicants for recommendation to the City Council for final selection. The Committee
selected individuals based on geographic location, age, interest and statements made
on their application forms, all in an effort to create a balanced mix of membership.

The Council's Resolution creating the GPAC called for 3 members representing
environmental interests, 3 members representing the business community, 5 — 10
individuals representing specific issue areas (as determined from the visioning process)
and 21 "at large" members with geographic distribution. In the end, the GPAC was
comprised of 37 individuals who live and /or work in Newport Beach. The Committee
met twelve times throughout the year to deliberate on the Statement of a new vision and
the key questions facing the City. The Committee's contribution, enthusiasm, and
commitment were major assets to the City's General Plan public outreach and visioning
process.
The Visioning Process ended with the "Visioning Summit" in November 2002. In
reviewing the essential part GPAC contributed to the process, the members of GPUC
have recommended that the citizen's committee should continue to be an integral part
of future General Plan Update efforts and that vacancies be refilled to maintain the
original balanced mix of membership.
Analysis
Staff conducted a survey of existing GPAC members to determine who would be
interested in continuing to serve should GPAC. Staff received positive responses from
27 members. One individual has yet to respond (David Janes) and a second has
indicated a potential conflict with work (Joe Gleason).
In summary, there are currently eight vacancies on GPAC with the possibility of two
more depending on Janes and Gleason. Please note that one vacancy had not been
previously filled during the last year. The current vacancies are as follows:

Because of the large number of applicants received last year, staff believes we should
respect the interest of the original applicants and draw from that pool for new
appointments. Staff is surveying original applications in the interest and geographic
areas where vacancies exist and will provide a report on the level of interest at the City
Council meeting.
If there is a sufficient pool of applicants from the original applications, staff suggests that
Council direct GPUC to review those applications and to recommend individuals that
would fill the positions identified above. If there is insufficient interest among the
original applications, staff suggests that the City Clerk advertise for new applicants. The
City Council would review the recommendations and appoint final membership.
Environmental Review: This is a "ministerial action" and is not considered a "project'
according to CEQA.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
ESTABLISHING A GENERAL PLAN ADVISORY COMMITTEE
WHEREAS, the City Council established a General Plan Update Committee in May
2000, which Committee was charged with designing a preliminary community outreach
program, conducting the program if approved by the City Council, making a recommendation on
the scale and scope of the General Plan update, and identifying resources necessary to
accomplish the update; and
WHEREAS, said Committee has made its recommendations concerning a community
outreach program to the City Council; and
WHEREAS, the General Plan Update Committee has recommended that the City
Council establish a General Plan Advisory Committee to advise the City throughout the course
of the General Plan update;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach hereby establishes a General Plan Advisory Committee, with the following
composition, duties and term:
Section 1. The General Plan Advisory Committee shall be composed and appointed
as shown on Exhibit A, attached to this Resolution and by reference made a part hereof, The
Mayor shall appoint a chairperson from the members appointed to the Committee.
Section 2. The duties of the General Plan Advisory Committee shall be as follows:
a. Review input received from the community outreach program;
b. Review information provided in technical studies;
c. Review Vision and Strategic Directions Report, and make recommendations on it to
the Planning Commission and City Council; and
d. Review draft General Plan policies, and make recommendations on them to the
Planning Commission and City Council.
Section 3. The General Plan Advisory Committee shall serve until terminated by
action of the City Council.
