RECOMMENDATION: Approve a Budget Amendment in the amount of $15,000 from unappropriated General Fund Reserves, and move the $15,000 into account 010 -20- 0110 -8254. DISCUSSION: Background: Each year in the United States, approximately 17,000 are killed and over 500,000 people are injured in drunk driving crashes. In fact, more Americans have been killed in drunk driver related accident than have been lost in all wars during the 20th century. The Designated Drivers Association (DDA) is a non - profit organization founded by James Congable in Richmond, Virginia in 1994. DDA has spread to California, where it has proven successful in San Diego and Sacramento. Under the leadership of Executive Director Kori Flechtner, a Designated Drivers of Orange County has been started. Ms. Fletchner provided an overview of DDA during the Council meeting of December 17, 2002. Council expressed interest in the program and Council Member Proctor asked the City Manager to verify the program is successful in San Diego County. He has made the verifications that DDA is operating very successfully in San Diego. The Designated Drivers program seems to offer a particular benefit to this area of the City. Since we began our designated driver program in December 2002 we have gotten 143 vehicles and over 275 people home safely from the bars in Newport and Huntington Beach. With your support we will be able to increase these numbers and continue to realize our goal of making the streets of Orange County safer for everyone to play. Our program is mainly driven by a force of dedicated volunteers that come out weekly, monthly and/or otherwise randomly to assist drivers who have had too much to drink get home safely in their own vehicle. This program is not possible and cannot grow without them and as such much of our time and effort is spent recruiting new volunteers. Through media, advertising and the support of local businesses we attempt to reach out to the Orange County community to encourage all eligible residents to participate in our program just one night a year. With the financial support of $15,000 from Newport Beach we will be able to extend this effort by purchasing advertising, signage and other miscellaneous promotional materials. In addition, as we increase the number of volunteers we will need to purchase additional two -way radios and air time in order to insure each volunteer has a means of communicating with dispatch and each other. This is a huge benefit to the city of Newport Beach because as we increase the number of volunteers we have available on the nights we operate, our service will be available to more bars and restuarants in your community. This CITS study was the outcome of Dr. Sheila Sarkar's (lead investigator) need to understand the causal factors for alcohol related off -the job crashes and evaluate programs that can reduce the number of drunk drivers on the road. The study team based at San Diego State University was made up of graduate students in psychology, Fabio de Faria and statistics, Gosia Kubiak, and a statistician, Mohammad Emami. In the first three months of 2002 (January to March) 534 rides were provided during the weekends, 289 ride in Sacramento and 245 in San Diego, all of which were surveyed. Each ride represents one driver and his/her car driven home by a DDA volunteer staff - member. In other words, between January and March of 2002 DDA took 534 cars off San Diego and Sacramento roads, most or all of which would have been driven by an intoxicated driver. The average estimated BAC by DDA participants (intoxicated drivers) was .13 %, well over the legal limit in California of .08 %. Of 517 participants, close to 40% were females, who consumed an average of 6.5 drinks in a 4.5 hour average, and 60% males, consuming an average of 8.6 drinks in a 5- hour average. Over 50 percent of the drivers were 25 years or below (see figure 1). Males consumed more drinks and for the most part spent more time drinking than females (see figures 2 and 3). Somewhat unexpectedly females had higher BAC levels (0.139 %) than males (0.128 %) when both locations are combined and when looking at San Diego alone (males = 0.134 %, females = 0.152 %), and equal BAC levels in Sacramento. BAC levels also fluctuate somewhat by age (see figures 4, 5, 6, 7 and tables 1 and 2).1 ' Participants' BAC levels were estimated based on their gender, a U.S. population weight average for males and females separately, their reported number of drinks, number of hours drinking, and average alcohol metabolization rate per hour.
