SUBJECT: REFILLING OF VACANCIES ON THE GENERAL PLAN ADVISORY
COMMITTEE
ISSUE:
Should vacancies on the General Plan Advisory Committee (GPAC) be refilled as
recommended by the General Plan Update Committee (GPUC)?
RECOMMENDATIONS:
1. Approve GPUC's recommendations for filling GPAC vacancies. Choose two of the three
individuals nominated for the two vacancies in District 6. Choose someone to fill the
vacant position representing "Older Commercial Areas."
2. Consider adoption of an attendance policy.
DISCUSSION:
On February 11, 2003, the City Council directed GPUC to refill eight vacancies on GPAC by
using previously submitted applications. GPUC reviewed the previously submitted applications
at its meeting on February 24, 2003 and identified nine individuals for the City Council to
consider for appointment. Since there were only eight vacancies, the Council should select two
of the three people nominated for District six, where two vacancies exist. A spreadsheet is
attached as Exhibit A showing the recommended candidates, their type of representation on
GPAC (i.e. at- large, special interest, business or environmental) as well as what Council District
the candidate is from. Another matrix is attached as Exhibit B identifying all eligible applicants.
One GPAC member (Joe Gleason) indicated strong interest in continuing on GPAC; however,
his job requires him to be at sea for two to four months, then home for long stretches. GPUC
discussed Mr. Gleason's situation and the contributions he has made to date, and concluded
that he could not serve effectively with his work schedule. GPUC did recommend that he be
considered as an alternate who could be appointed to fill a vacancy should one arise in the
future.

GPUC recommended Traies Johansson to fill Mr. Gleason's position representing interests of
"Older Commercial Areas, but staff has not been able to make contact to obtain confirmation of
interest. Staff recommends that the Council review the pool of applicants in Exhibit B and
choose someone for this position. Staff also suggests naming an alternate in the event the
person selected by the Council is unable to serve.
GPUC also discussed attendance by all GPAC members. The Update Committee considers
regular attendance at GPAC meetings essential to the General Plan update process, and GPUC
requested that the Council consider establishing a specific attendance policy for GPAC. A
memo and a spreadsheet showing the attendance record of GPAC members over the last year
are attached as Exhibits C and D.
The City has some attendance policies in place for commissions, committees and boards, which
may provide examples if the Council wishes to establish a policy for GPAC. City Council Policy
A -13 includes the duty to, "faithfully attend all sessions of the commission, committee or board
unless unable to do so for some compelling reason or disability." The Environmental Quality
Affairs Committee has a policy that if a member is absent from three consecutive meetings, the
Mayor is to be notified so that replacement of the appointee can be considered. The Planning
Commission's "Rules of Procedure" include an attendance policy providing that, "A
Commissioner absent from three consecutive regular meetings without securing the consent of
the Commission, entered upon the minutes, shall be deemed to have resigned."
Environmental Review:
The action is not considered a "project" and therefore is not subject to CEQA

SUBJECT: GPAC Attendance Record
The General Plan Advisory Committee started out with 38 members in March,
2002. Three members resigned: Yvonne Houssels on March 8th, Marian
Bergeson on March 27th and Heather Johnston- Reynolds on June 10th.
Replacements were selected for Ms. Houssels (Ernie Hatchel) and Ms. Bergeson
(Don Krotee) and a vacancy was left when Ms. Johnston- Reynolds resigned,
leaving the committee at 37 members. Attached you will find a spreadsheet
indicating the attendance record for Committee members. Below is a summary
of absences during 2002.

10 members missed 1 meeting
6 members missed 2 meetings
6 members missed 3 meetings
6 members missed 4 meetings
2 members missed 5 meetings
