Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Alfred Castanon, Associate Civil Engineer PHONE: 949 - 644 -3314, acasta non @newportbeachca.go TITLE: Sidewalk, Curb & Gutter Replacement 2014 -2015 Project - Notice of Completion and Acceptance of Contract No. 5884 (CAP15 -0012) ABSTRACT: On September 23, 2014, City Council awarded Contract No. 5884 for the Sidewalk, Curb & Gutter Replacement 2014 -2015 project to Grigolla & Sons Construction Company, Inc. The total contract award was $647,300.00 plus $65,000.00 allowance for contingencies. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after acceptance by the City Council. FUNDING REQUIREMENTS: Funds for the construction contract were expended from the following accounts: Account Descri tion Account Number Amount General Fund 7013- C2001009 $494,300.00 Gas Tax 7181- C2001009 $168.823.53 Total: $663,123.53 DISCUSSION: Overall Contract Cost /Time Summary The work necessary to complete this contract consisted of reconstructing sidewalk, curb and gutter, curb access ramps, driveways, and pruning tree roots in the Irvine Terrace, Corona Del Mar and Shorecliffs communities. The contract was completed to the satisfaction of the Public Works Department. The contract was completed to the satisfaction of the Public Works Department. A summary of the contract cost is as follows: Original bid amount: $647,300.00 Actual cost of bid items constructed: $620,355.99 Total change orders: $42,767.54 Final contract cost: $663,123.53 The actual cost of bid items constructed was $26,944.01 less than the original bid amount due to less concrete needing replacement than originally estimated. During construction, Public Works staff identified a stretch of sidewalk located along West Coast Highway between Bayside Drive and Jamboree Road that required concrete sidewalk removal. This work was included in this contract in anticipation to some future landscape improvements in the area. To accommodate this work, staff authorized potholing and sidewalk removals for various locations along this stretch of the highway. The final contract cost was approximately 2.4 percent above the original bid amount with three change orders totaling $42,767.54. The change orders included the abovementioned potholing and concrete removals and the construction of four new speed bumps on Tustin Avenue. This extended the work schedule completion date to July 14, 2015. A summary of the project schedule is as follows: Estimated Completion Date per 2014 Baseline Schedule May 15, 2015 Project Awarded for Construction September 23, 2014 Contract Completion Date with Approved Extensions July 14, 2015 Actual Substantial Construction Completion Date May 8, 2015 ENVIRONMENTAL REVIEW: City Council found this project exempt from the California Environmental Quality Act ( "CEQA ") pursuant to Section 15301(c). This exemption covers the minor alteration of existing public facilities with negligible expansion of the facilities in areas that are not environmentally sensitive. NOTICING: This agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). In addition, the City Clerk will be filing a Notice of Completion for the project as a result of this action.
