Brown, City Clerk PHONE: 949 - 644 -3005 TITLE: Confirmation of Nominees to the Board of Library Trustees ABSTRACT: The annual vacancies on City Boards and Commissions normally occur in June; however, this year, the appointments to the two available seats on the Board of Library Trustees was reopened at the July 14, 2015 City Council meeting. The process to fill the vacancies shall be followed in accordance with City Council Policy A -2 — Board, Commission and Committee Appointments. RECOMMENDATION: Confirm the nominations made by the Ad Hoc Appointments Committee to the Board of Library Trustees: Board of Library Trustees [2 vacancies /minimum 4 nominees] Gloria Alkire Jill Johnson - Tucker (incumbent) Janet Ray David Sheffner FUNDING REQUIREMENTS: There is no fiscal impact. DISCUSSION: At the regular meeting of the City Council held on April 28, 2015, the City Council confirmed the appointment of Mayor Ed Selich, Mayor Pro Tern Diane Dixon, and Council Member Tony Petros to serve on an Ad Hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2015. Appointments to the Boards and Commissions was continued from the June 23, 2015 City Council meeting to the July 14, 2015 City Council meeting. On June 30, 2015, the City Clerk was informed that William O'Neill wished to withdraw his application from consideration on the Board of Library Trustees. Since City Council Policy A -2 requires that there be "...two (2) or more candidates for each Board, Commission or 11 -1 Committee vacancy," the Council Ad Hoc Appointments Committee requested at the July 14, 2015 City Council meeting that the City Council direct the City Clerk to re- advertise and re -post for the two seats available on the Board of Library Trustees. The Notice of Vacancies was posted on Wednesday, July 15, 2015, and published in the Daily Pilot on Saturday, July 18, 2015. The deadline to submit applications was noon on Wednesday, July 29, 2015, at 12:00 p.m. The Ad Hoc Appointments Committee is now requesting that the City Council confirm the nominations as listed in the recommendation. The appointments to fill the vacancies are scheduled for the September 8, 2015 City Council Meeting. All new terms will be effective September 9, 2015, with an expiration date of June 30, 2019. For the sole purpose of calculating the date of the four year term, the newly- appointed Board of Library Trustees Members will have an effective appointment date of June 30, 2015. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Ray - July 7, 2015 Having grown up in Corona del Mar, my roots are deeply entwined in this community and I would like to be able to give back by joining the Board of the Library Trustees. During the past 25 +years, I have devoted much of my time to a number of non - profit boards such as Discovery Cube, formally Discovery Science Center, MIND Research Institute, Foundation for the Great Park (co- founder of Jewel of OC, the annual fundraiser) , Orange County School of the Arts, Pacific Symphony Youth Ensemble Board, Balboa Performing Arts Foundation and Arts OC Board, current vice - chair. I have derived much experience, connections as well as pleasure from being an active and integral part of these various organizations. When I went to Harbor View Elementary in the 1950's, I used the tiny library on Carnation Avenue. If I thought at 7 years of age it was small, it really was small. My father -in -law, James D. Ray, builder, actually built the Peninsula branch of the library in the 1950's on Island Avenue down the street where we currently live on Bay Island. Then, in the 70's, my husband, Walkie Ray's J. Ray Construction Company, built the Fashion Island library branch in Fashion Island on San Clemente Drive which served our community until the Main Branch on Avocado was built. I have seen a major transformation in my lifetime thus far. The Library has blossomed into even more than a Library ..... it is the Newport Beach Cultural Center. To the point, our Newport Beach Public Library has become a hub for educational and cultural activities in Newport Beach with visitation comparable to our beaches and other beautiful recreational attractions for which our City is known around the world. With my experience in the non - profit world in Orange County, the value I could bring is connections to resources that could bring additional diverse and exciting programs to our NB Library. As one of the founders of Discovery Cube over 20 years ago and currently the Chair of the Innovators, its major support group, I have access to a wealth of science and math - related programs including interactive exhibits that could be brought to our City. My connection with OCSA, Arts OC and Pacific Symphony Youth Ensemble provide further resources which could enrich the cultural tapestry unfolding at our Library. Another aspect of my experience is the knowledge of what will work well and what will not. Almost 10 years ago, I was Chair of Ballet Pacifica which, as it turned out, was not financially sustainable. Closing an organization was a painful process but understanding fiscal realities and dealing with them is an important component of understanding the big picture. More recently, I had a similar experience with the folding of the Balboa Performing Arts Theater Foundation. Recognition of financially responsible programming is a valuable asset when planning for the future. As a parent of 5 grown children and grandparent to 8 (to date), the importance of educational enrichment through public programming such as provided by the Library Foundation is paramount. As mentioned earlier, I grew up in Corona del Mar as a child and left briefly to attend Stanford. After getting married, we lived in Irvine for 5 years but moved back to Corona del Mar in 1983. So I have lived in Newport for a grand total of 47 years!! For the majority of this time, I lived in Corona del Mar, the eastern region of the City, but for the last 10 years, we have lived on Bay Island which is in the western region. With this move, our circle of friendship expanded hugely. While the center of our lives shifted to an area further from the Library, I could serve as a messenger to residents of the exciting opportunities offered at our Library.
