Long, Lieutenant, Detective Services Commander SUBJECT. Governor's Office of Criminal Justice Planning Grant Award "Every 15 Minutes — Substance Abuse Program" RECOMMENDATION: 1. Approve acceptance of $23,492.00 grant from the State of California Governor's Office of Criminal Justice Planning (OCJP A301). 2. Approve a budget amendment increasing expenditure appropriations by $26,102 in the Police Substance Abuse program account 1850 -9019. This proposed expenditure would be offset by increased grant revenue estimates of $23,492 in account 1820 -4869, while the remaining $2,610 (required City matching funds) will be funded from the Police Department Narcotics Asset Forfeiture Fund in account 1210 -9300. DISCUSSION: Background: The City of Newport Beach received a grant award for the "Every 15 Minutes – Substance Abuse Program" project in the amount of $23,492.00 from the State of California Governor's Office of Criminal Justice Planning (OCJP). That funding was deposited into the Every 15 Minutes – Substance Abuse Program Revenue Account. The Police Department has successfully provided substance abuse program (SAP) classes to first time juvenile offenders for more than a decade. Youthful offenders facing potential criminal penalties for alcohol or drug charges have been referred to the SAP program as an alternative to sending them to the juvenile courts. In conjunction with the SAP classes, the Police Department has OCJP Grant Award March 14, 2003 Page 2 of 2 added the juvenile safety education program "Every 15 Minutes" which is focused towards high school -aged children. The program's name was derived from the fact that in the early 1990's, every fifteen minutes someone in the United States died in an alcohol - related traffic collision. The implementation of new laws, along with grass roots programs (like MADD, SADD, "Friday Night Live" and "Every 15 Minutes'), and improved emergency medical services at crash scenes, the death rate is now every thirty minutes — a figure that continues to be unacceptable. The "Every 15 Minutes" training event is a two -day program focusing on high school juniors and seniors, which challenges them to think about drinking, driving, personal safety, and the responsibility of making mature decisions and the impact their decisions have on family, friends, and many others. The Newport Beach Police Department plans to implement the program "Every 15 Minutes" at Newport Harbor High School. This is the largest of three senior high schools in the City of Newport Beach. This two -day training event will be presented to participating high school juniors and seniors. This program is intended to establish and maintain an accountability -based program designed to protect students, school personnel, and the general public from alcohol and drug - related incidents, crimes, and traffic collisions involving youthful offenders. To improve the classroom presentations for the SAP classes, and to manage the joint project, the Police Department intends to spend funds to purchase a new laptop style portable computer and computer projector. The remaining funds will be expended to pay the associated production costs for the "Every 15 Minutes" formal two -day presentation. There are no personnel costs related to the grant funds.
