SUBJECT: AMENDMENT OF GPUC RESOLUTION - CLARIFICATION OF ROLE
AND RESPONSIBILITIES DURING GENERAL PLAN UPDATE
PROCESS
ISSUE:
Should the General Plan Update Committee (GPUC) participate in the General Plan
Update Process in the capacity as recommended by the General Plan Update Scoping
Subcommittee?
RECOMMENDATION:
Amend GPUC Resolution 2000 -102 to include clarifying provisions for the General Plan
Update Committee's role in the Update process.
DISCUSSION:
GPUC was established in May, 2000 to study the City's need to update its General Plan
and to conduct a community outreach program. With the completion of the Visioning
process in November, and the recent completion of a scope of work, GPUC's role and
responsibilities for the remainder of the Update process should be made clear.
Resolution 2000 -102 is attached as Exhibit A.
In developing its recommendations, GPUC formed a Scoping Subcommittee to explore
Update options and to evaluate future public participation efforts through the scheduling
of public workshops and the involvement of GPAC and the Planning Commission
throughout the update process. Specific recommendations for involving these groups
will be submitted for formal consideration through a detailed scope of work and a
proposal currently being prepared by the City's General Plan Consultant.

The GPUC Scoping Subcommittee also evaluated GPUC's involvement and voted to
express its desire to continue GPUC throughout the update process by forwarding the
following recommendations to the City Council for approval:
1) Authorize GPUC to continue throughout the General Plan Update process.
2) Assign GPUC the task of continuing to recommend appointments to fill vacancies on
GPAC.
3) Request that GPUC receive informational reports.
4) Request that GPUC deal with any other unforeseen issues and meet on an "as
needed" basis.
In an effort to ensure a clear understanding of GPUC "s role in the future, staff suggests
modifying the language in recommendation number 4 to read as follows:
4) The General Plan Update Committee should discuss any other unforeseen issues
related to the General Plan Update Process, on an "as- needed" basis, to make
recommendations to the City Council.
GPUC considered the subcommittee's recommendations at its meeting on March 24,
2003 and voted to forward them for City Council approval. Should the Council wish to
approve the recommendations forwarded by GPUC, the Resolution should be amended
to provide more specific direction. See Exhibit B for the proposed amendments.
Environmental Review: This is a "ministerial action" and is not considered a "project"
according to CEQA.

RESOLUTION NO. 2000- 102
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE AD HOC
GENERAL PLAN UPDATE COMMITTEE, AND
RECSINDING RESOLUTION NO. 2000-45.
WHEREAS, the Newport Beach General Plan was last updated in 1988; and
WHEREAS, the City Council wishes to determine if a comprehensive General Plan
Update is needed and, if so, determine the scope of such an update; and
WHEREAS, the City Council believes that such a decision should be made with the
participation of the community and with an understanding of City -wide interests and issues; and
WHEREAS, the City Council has determined that the best way to define the scope of a
General Plan update is for an Ad Hoc Committee to carefully study the issue, including
conducting a community outreach to identify interests and issues; and
WHEREAS, the City Council would then consider the recommendations of the Ad Hoc
Committee on the scope of a General Plan update.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that an Ad Hoc General Plan Update Committee is established, to be comprised of the
following members, appointed as follows:
➢ Three (3) City Council members, appointed by the Mayor
➢ Three (3) Planning Commissioners, agreed upon by the membership
➢ One (1) EQAC member, agreed upon by the membership
➢ One (1) EDC member, agreed upon by the membership
➢ One (1) Aviation Committee member, agreed upon by the membership
➢ One (1) Member designated by the signator /petitioners of the Notice of Intent to Circulate the
Protection From Traffic and Density Initiative (Greenlight)
BE IT FURTHER RESOLVED that the Committee is charged with the tasks of
developing a work program for a General Plan update and overseeing its progress if authorized
by the City Council. This will include the following components:
Design a preliminary community outreach which includes:
• broad participation geographically, and
• a cross section of community issues and special interests,
Return to City Council with a recommendation on the conduct of the outreach, who should
do it, and an estimate of its cost.
3. Conduct the public outreach if authorized by the City Council.
4. Make a recommendation to the full City Council on the scale and scope of a General Plan
update:
• using information from the community outreach to develop the recommendation,
• developing a draft work program for Council consideration, and
• identifying the resources necessary to accomplish the update.
5. Oversee and make periodic reports to the City Council on update progress and issues.
BE IT FURTHER RESOLVED that Resolution No. 200045 is hereby rescinded.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADDING TO THE ROLE AND RESPONSIBLITIES
OF THE GENERAL PLAN UPDATE COMMITTEE
WHEREAS, the City Council adopted Resolution No. 2000 -102 establishing the General
Plan Update Committee in December 2000, and;
WHEREAS, at its meeting on April 8, 2003, the City Council considered the importance
of the role of the General Plan Update Committee in the General Plan Update process and
recommended adding to its duties and responsibilities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach hereby adds the following duties and responsibilities to the General Plan Update
Committee:
The General Plan Update Committee should continue throughout the
General Plan Update process.
The General Plan Update Committee should continue to recommend
appointments to fill vacancies on the GPAC.
The General Plan Update Committee should receive informational reports.
4. The General Plan Update Committee should discuss any other
unforeseen issues related to the General Plan Update Process, on an "as needed"
basis, to make recommendations to the City Council.
