SUBJECT: Reassignment of Positions on Environmental Quality Affairs
Committee
RECOMMENDATION:
1. Approve Environmental Quality Affairs Committee (EQAC)
recommendation to reassign Cris Trapp from the District 6 at -large position
to the environmental expertise position.
2. Reassign Council Member Webb's appointees so that Chris Welsh is the
District 3 appointee and Richard Rivett is the at -large appointee.
DISCUSSION:
With the recent appointment of Barry Eaton to the Planning Commission, one of
the three environmental expertise positions on EQAC become vacant. EQAC
voted, at their meeting of July 21, 2003, to recommend to the City Council that
Cris Trapp be appointed to that position. She currently is Council Member
Nichols' at -large appointee; he attended the July EQAC meeting and agreed to
this change. Ms. Trapp is a lawyer who specializes in environmental issues, and
she has taken the lead on EQAC's review of several recent environmental
documents.
At the City Council meeting of July 22, Council Member Webb appointed Richard
Rivett to the District 3 position on EQAC. Mr. Rivett does not reside in that
district, but Council Member Webb's at -large appointee, Chris Welsh, does reside
in District 3. With the proposed action, these two individuals would exchange
positions and correct the residency status of the district appointment.
