SUBJECT: Establishment of a City Council Ad Hoc Committee to Create a
Cooperative Agreement between the City and the Friends of OASIS
with the Appointment of Two Council Members by the Mayor
DISCUSSION:
The following report, prepared by Marie Knight, Recreation & Senior Services Director,
appeared on the August 12th Council Agenda. At that meeting, only four Council
Members were present and after discussion, the vote was 3 to 1 in favor of establishing
the committee. Because the full Council was not in attendance, Mayor Pro Tern
Ridgeway requested that this item be placed on the August 26th agenda for further
consideration.

SUBJECT: Establishment of a City Council Ad Hoc Committee to create a cooperative
agreement between the City and the Friends of OASIS with the appointment
of two Council members by the Mayor.
ISSUE
Should the Council create the City Council Ad Hoc OASIS Cooperative Agreement Committee?
RECOMMENDATION
Adopt a resolution creating the Ad Hoc OASIS Cooperative Agreement Committee with the
Mayor to appoint two members of the City Council to the Ad Hoc Committee:
DISCUSSION
City operation of the Oasis Senior Center and the City's relationship with the Friends of Oasis is
currently governed by Council Policy B -5. The City Council has recently determined, in the
context of the Newport Theatre Arts Center, that a formal cooperative agreement is a better
vehicle for defining the operating criteria for City facilities and the roles and responsibilities of
support groups. The Board of Library Trustees and the Library Foundation are currently in the
final phase of a cooperative agreement between those groups that will soon be submitted to the
City Council for approval.
Staff is recommending that the City Council establish, and the Mayor appoint the members of,
an ad hoc committee that would (a) review the current operation of the Oasis Senior Center and
(b) meet with the Friends of OASIS to discuss a formal cooperative agreement that would
clearly define the relative roles and responsibilities of each group relative to the funding and
operation of the OASIS Senior Center. The Committee would have a limited term (180 days),
limited duties (develop a cooperative agreement) and would not be subject to the Brown Act.

RESOLUTION NO. 2003-
A RESOLUTION OF THE NEWPORT BEACH CITY COUNCIL ESTABLISHING THE
AD HOC FRIENDS OF OASIS COOPERATIVE AGREEMENT COMMITTEE
WHEREAS, the City of Newport Beach provide extensive recreational programs and
services for older adults in our community through the OASIS Senior Center; and
WHEREAS, the Friends of OASIS (Friends), a non - profit corporation, has been a
valuable and integral part of the success of the Oasis Senior Center; and
WHEREAS, the current City /Friends relationship is defined by Council Policy B -5; and
WHEREAS, the City Council has determined, in the context of the Library and the
Newport Theatre Arts Center, that cooperative agreements are better vehicles for establishing
the relationship between the City and support groups such as the Friends;
NOW, THEREFORE, BE IT RESOLVED by the Newport Beach City Council as follows:
Section 1. The Ad Hoc Friends of OASIS Cooperative Agreement Committee
(Committee) is hereby established.
Section 2. The Committee shall consist of two members of the City Council appointed
by, and serving at the pleasure of, the Mayor.
Section 3. The Committee shall have the following duties and responsibilities:
A: To meet with City staff to fully understand the operation of, and .
programs offered at, the Oasis Senior Center as well as the historical
relationship between the City and the Friends;
B. To develop a draft cooperative agreement defining the roles and
responsibilities of the City and the Friends;
C. To meet with representatives of the Friends to discuss the appropriate
terms and conditions of the cooperative agreement; and
D. To recommend to the City Council the approval of a cooperative
agreement with the Friends and the repeal of Council Policy B -5.
Section 4. The Committee shall terminate in six months or on the date the City Council
approves a Cooperative Agreement, whichever occurs first.
