HomeMy WebLinkAbout13 - DUI Enforcement GrantCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 13 December 9. 2003 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Lieutenant Andy Gonis, Traffic Services Commander Bob McDonell, Chief of Police SUBJECT: California Highway Patrol DUI Enforcement Grant RECOMMENDATION: Adopt a resolution for the Newport Beach Police Department (NBPD) to participate in a California Highway Patrol (CHP) DUI Enforcement Grant on December 19, 2003. The adoption of this resolution is a CHP requirement. DISCUSSION: Background: The NBPD and CHP join forces regularly in DUI enforcement campaigns. The CHP asked a number of Orange County Police agencies to participate in a grant program that they would coordinate. Each city that participates in the grant will receive additional DUI Patrols as a result. These patrols are provided by CHP personnel operating in marked police vehicles. On December 19, 2003 the Newport Beach Police Department is conducting a DUI sobriety checkpoint operation, as it has each year for the past several years. This year, several additional CHP Officers will supplement our operation and conduct DUI patrols throughout our city. This program is very similar to the Orange County DUI Task Force that our Department has participated in previously. It is the NBPD's hope that through this effort there will be fewer drunk drivers on the road during the holiday season. This effort will be publicized through the local media as well. Funding Availability: The California Highway Patrol is obtaining grant funding for their participation in the operation in Newport Beach. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, COUNTY OF ORANGE, STATE OF CALIFORNIA, SUPPORTING THE CONCEPT AND EFFORTS OF THE CALIFORNIA HIGHWAY PATROL NEEDED TO CONDUCT A DRIVING UNDER THE INFLUENCE (DUI) TRAFFIC SAFETY PROJECT. WHEREAS, DUI drivers are a significant traffic safety problem; and WHEREAS, the California Highway Patrol has received grant funds from the California Office of Traffic Safety to act as the lead agency for a multi- agency DUI enforcement project entitled Removing Impaired Drivers Project AL0307; and WHEREAS, the participating law enforcement agencies are the California Highway Patrol, Newport Beach Police Department, Anaheim Police Department, Costa Mesa Police Department; Tustin Police Department and WHEREAS, the City Council of the City of Newport Beach has agreed that increasing traffic law enforcement is an important element in improving public safety; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach, expresses its strong support for the project and authorizes execution of agreements with participating law enforcement agencies as provided in the Office of Traffic Safety grant agreement.
