SUBJECT: UNSCHEDULED VACANCY ON THE PARKS, BEACHES &
RECREATION COMMISSION
RECOMMENDATION:
Appoint one of the two nominees (Tim Brown or Michael Wade) to fill the vacancy on
the Parks, Beaches & Recreation Commission, which was created as a result of the
appointment of Steven Rosansky to the City Council. The successful applicant will be
appointed to fill the balance of the unexpired term, which expires on June 30, 2007.
DISCUSSION:
On November 25, 2003 the Council confirmed the above -named nominations.
As per Council Policy A -2, the following is the procedure for voting on appointments to
City Commissions, Boards and Committees:
A. The Council will vote on all appointments and seats on each Board /Commission
simultaneously. The voting will be by paper ballot and the City Clerk will tabulate
and announce the results, including the vote tally.
B. Each member of the Council will cast the number of votes as indicated on the
paper ballot for each seat from the list of the nominees. In order to be appointed,
the nominees must receive at least four votes.
C. For boards /commissions with two vacancies, if two of the nominees receive four
or more votes, they will be automatically appointed.
D. If there is a tie vote, ballots will be distributed to the Council Members to vote for
the tying candidates only.

E. In the event that no one receives four votes, nominees receiving zero or one vote
will be dropped and the Council will cast two votes from the list of the remaining
nominees and the determination will be made as previously stated.

I have been a resident of Newport Beach for just over 20 years now. I live in the Bluffs
located in District 4. My life has been greatly enhanced since moving to Newport Beach by
the city's parks, beaches and recreationally opportunities. I lived on the beach for many years
before moving to the Back Bay area. I participate year-round in the -city sponsored
recreational leagues and enjoy our parks with our Weimaraner, particularly the one located
across the street here in the Bluffs. Having an interest in local government, perhaps as an
elected official, I would like to learn more about that responsibility as an appointed to
member of the Parks, Beaches & Recreation Commission.
I graduated from Arizona State University in 1975 with a degree in physical education. While
in college, I worked for the Intramural Department as a coordinator and then Assistant
Director. I also hold a Master's degree in physical education. I coached college baseball for
15 years prior to returning to graduate school and earn a second Master's degree in Reading
and Language Arts. I was granted my doctorate degree from Pepperdine University in
Institutional Management in 1996. I now serve as the Chair of the English and Speech
Communication Department at Riverside Community College where I have been employed
since 1984. The department is made up of 39 full time faculty and 83 part -time faculty in five
different disciplines. In addition, I teach graduate level courses in education at California
State University, Fullerton.
I am presently serving or have served in a number of capacities directly or indirectly
connected to the city. I am Chair, of the Special Events Committee for the Corona del Mar
Centennial Celebration.. I was a member of the Class of 1999 in Leadership Tomorrow and
currently serving my second term on the Board of Directors as Chairman. I am a resident
member of the Chamber of Commerce and serve on the Governmental Affairs Committee. I
have served on the city's Aviation Committee and have been actively involved with the
Airport Working Group. I graduated in 1999 from the Newport Beach Citizen's Police
Academy.
In addition, I am and have been involved in a number of community activities and programs.
I am volunteer for the Toshiba Senior Men's Golf Classic, which directly benefits the Hoag
Hospital Foundation since its inception. I am also actively involved in the arts on Orange
County. I am a supemumary for the Opera Pacific as well as a Patron. I have helped plan and
organize a variety of fundraising events for Opera Pacific including a golf tournament.
Further, I am active in fundraising for two local charities; the Orange County Food
Distribution Center and Christmas in April.
I would not consider myself an "activist" on any particular issue facing the city. I appreciate
the beauty of trees, but not if maintaining the tree places an undo hardship on a particular
group whether a business or a resident. I support a facility for skateboarders and lighted ball
fields, but not in an area where the quality of life might be diminished for residents. I place a
high priority on the health and vitality of the city and its residents making the maintenance
the scenic outdoor environment, access to recreational facilities, and clean beaches second
only to safety.
The qualities I would bring to this appointment are leadership and a desire to make city
government more friendly and less intimidating. I bring enthusiasm and passion to serve our
city as well as the ability to build consensus among groups with different and sometimes
opposing interests.
In sum, as a long -time resident of Newport Beach, I am acutely aware of the importance of
the beach, not only to Newport Beach residents but also to a much greater population in the
region. I have had many years professional experience in the field of recreation, which
affords me a greater insight into the issues surrounding recreational activities and facilities.
Finally, I believe that the role of the Parks, Beaches & Recreation Commission is a critical
one if we are to responsibly maintain the highest quality of life for all of the residents of
Newport Beach.

Since young adulthood, I seem to have been drawn to serve my neighbor and my community and that
ark of volunteerism remains bright today some 38 years later.
Starting as a young 20 year old,1 volunteered to serve in the U.S. Army, served in Vietnam, and left
as a Captain.
rve since served as the Chairman of the Board of a local Presbyterian church, President of the
Homeowners' Association in the Belcourt Community in Newport Beach; for the past 7 years served in
e leadership position of Regional Commissioner of AYSO for Newport Beach, and then as Area
Director for AYSO for the 7 surrounding cities for the past 2 years.
These most recent experiences have brought me in close contact with the City staff, the Parks,
Beaches & Recreation Commission, as well as the City Council in an attempt to offer the most positive
experience possible for the youth of our community. A challenge which I believe I am uniquely qualified
to continue to volunteer for, as a member of this commission.

Confirm the nominations as presented by the Ad Hoc Appointments Committee to fill the
unscheduled vacancy as a result of the appointment of Steven Rosansky to the City
Council. The successful applicant will be appointed to fill the balance of the unexpired
term, which expires on June 30, 2007.
DISCUSSION:
At the Regular Meeting of October 28, 2003 the City Council declared the position
vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy
A -2. Mayor Pro Tern Ridgeway and Council Members Webb and Rosansky were
appointed as the Ad Hoc Appointments Committee. The deadline to apply was
Thursday, November 13, 2003. At the conclusion of the application period the
applications were forwarded to the committee for their review and scheduling of
interviews.

RECOMMENDATION:
• 1. Declare a vacancy on the Parks, Beaches & Recreation Commission due to the
appointment of Steven Rosansky to the District 2 City Council position.
2. Confirm the Mayor's appointment of
and to serve on the Ad -Hoc Appointments Committee.
3. Direct the City Clerk to post and publish a Special Vacancy Notice requesting
that applications be submitted by 4:00 p.m. on Thursday, November 13, 2003,
and schedule the submission of the nominations to the Council on November 25,
2003 with the final appointment to be made on December 9, 2003.
DISCUSSION:
Background:
On Tuesday, October 21, 2003, Steven Rosansky was appointed to fill the vacant seat
on City Council created by the resignation of Council Member Gary Proctor. Mr.
Rosansky was appointed to a four -year term on the Parks, Beaches & Recreation
Commission on June 24, 2003. His term expires on June 30, 2007, therefore an
appointment will need to be made to fill his unexpired term.
Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting
• and publication of the unscheduled vacancy. As per the notice, applications will be
accepted by the City Clerk's office until 4:00 p.m. on Thursday, November 13, 2003. At

the close of the application period, I will forward the current applications on file, as well
as any new applications, to the newly- appointed ad -hoc appointments committee for
them to review and conduct any necessary interviews. The two nominations made by

November 25, 2003 with the final appointment scheduled for Tuesday, December 9,
2003.
