DISCUSSION:
A request was made by Councilmember Glover at the October 26, 1998, City Council
meeting for information on needed improvements to litter pick -up and removal on the
Costa Mesa Freeway (State Route 55) from 19`h Street to the 405 Freeway
(approximately 3.5 miles)
The Caltrans Maintenance Division indicated that this stretch of freeway is cleaned
twice a month through their Adopt -a- Highway Program. The permit for the first two
miles was re- issued in September and there may have been some start up problems.
Caltrans will monitor the area to see if the twice a month frequency needs to be
changed. The permit for the sponsor of the next two miles (north of Mesa Drive)
expired this month and they will try to get the new sponsor to increase their pick up
frequency to once a week.
The Adopt -a- Highway program solicits groups to take responsibility for litter removal on
a designated stretch of roadway, which is usually about a mile in length. In recognition
of the efforts, Caltrans allows a sign to be placed at the beginning of the section of
roadway adopted with the sponsors name on it. More information on the Adopt -a-
Highway Program can be obtained by calling Caltrans at (949) 724 -2598.
