HomeMy WebLinkAbout19 - Budget Amendment for Corona del Mar Reforestation, Phase IICity Council Agenda Item No. 19 December 14, 1998 TO: Mayor and City Council FROM: General Services Director SUBJECT: Budget Amendment for Corona del Mar Reforestation, Phase II Recommendation: Approve the attached Budget Amendment in the amount of $35,000 to fund a Phase II reforestation of the City parkway trees that are located on East Coast Highway in Corona del Mar. Background: The 140 Ficus parkway trees located along East Coast Highway have been a source of major concern for both the Corona del Mar Business Improvement District and the City. The City has incurred expenses on an average of $50,000 annually from hardscape repairs due to tree root damage and tree trimming. These trees also cause visibility problems for many business storefronts. The City, in cooperation with the Corona del Mar Business Improvement District (BID), has recently completed a pilot program that included the removal of eleven Ficus trees and the planting of eleven replacement street trees along East Coast Highway. The replacement trees were King Palm trees that were alternately planted along with Hong Kong Orchid trees. This project was a jointly funded effort between BID and the City where the costs of $10,000 were split equally. Since the project has been well received by the business community, BID has offered to contribute $35,000 towards a second phase of reforestation this fiscal year. Additionally, BID has requested that the City match their offer by contributing $35,000. Phase II would include the replacement of 60 trees. At its November 3 meeting, the Parks, Beaches, and Recreation Commission endorsed this project and recommended that the City Council approve the budget amendment. The requested funding will allow staff to complete a major segment of this reforestation project and will decrease the amount of annual City expenses related to hardscape damage resulting from the tree roots. Subsequent phases of reforestation will be included in future capital improvement project proposals. All other reforestation funds, previously approved in the current budget, are necessary to complete routine replacement of dead or diseased trees throughout the City. �vpe.ry respectfully, David E.
