SUBJECT: APPROVAL OF STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION, 1997 EDITION AND WORK AREA TRAFFIC CONTROL
HANDBOOK, 1996 EDITION
RECOMMENDATION:
Adopt Resolution No. 98 -_ approving Standard Specifications for Public Works Construction,
1997 Edition and Work Area Traffic Control Handbook, 1996 Edition as minimum standards for
the City of Newport Beach Public Works projects and approving future supplements to those
standards.
DISCUSSION:
The Standard Specifications for Public Works Construction (Standard Specifications) have been
written and promulgated by the American Public Works Association (APWA) and the
Associated General Contractors (AGC) since 1967 for use on public works construction projects
in Southern California. The Standard Specifications have now been adopted in more than 200
cities, counties, and other governmental agencies in Southern California.
The Work Area Traffic Control Handbook (WATCH) has been written and promulgated by the
APWA since 1971 to serve as a standard for control of traffic in work areas on public streets. It
is also in widespread use throughout southern California.
Every three to five years the Standard Specifications and WATCH are revised and updated.
The City is currently using the 1994 Edition of the Standard Specifications.
The Standard Specifications and WATCH have recently been updated and republished by
Building News, Inc. of Los Angeles. The revisions are routine updating only, and will not
materially alter the obligations of users such as contractors and developers. The 1997 Edition
of the Standard Specifications and the 1996 WATCH will be adopted with the City Council
action.
Between publications of editions, the Standard Specifications may be amended by approving
supplements published by Building News, Inc. Such approvals will heir keep the City abreast
of the most recent changes in general provisions, construction materials and construction
methods used in public works construction.
Copies of the documents are available for review by interested parties in the Public Works
Department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
APPROVING STANDARD SPECIFICATIONS FOR PUBLIC WORKS
CONSTRUCTION, 1997 EDITION; AND WORK AREA TRAFFIC CONTROL
HANDBOOK, 1996 EDITION
WHEREAS, the Public Works Department of the City of Newport Beach has presented
to the City Council certain publications which are desired by the Public Works Department to
be used in the design and construction of public works improvements within the City of
Newport Beach; and
WHEREAS, said publications are the Standard Specifications for Public Works
Construction, 1997 Edition; and Work Area Traffic Control Handbook, 1996 Edition; and
WHEREAS, the City Council desires to approve said publications as the minimum
standards to be followed for the design and construction of public works improvements within
the City of Newport Beach; and to approve future supplements to the 1997 Edition of the
Standard Specifications for Public Works Construction;
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Newport
Beach hereby adopts said publications and future supplements to them as the minimum
standards to be followed for the design and construction of public works improvements within
the City of Newport Beach.
