SUBJECT: Residential Development Standards in Corona del Mar
At the November 19`h meeting, the Planning Commission discussed a letter received by Chairman
Selich from residents in the Corona del Mar area (attached). Attached to the letter is a petition and a
number of photographs showing various projects under construction in the area. The issue of
primary concern is that many structures now include a third story element. While it is possible to
design a building with this type of third floor in compliance with the height limit, as evidenced by
the letter, there seem to be a growing concern regarding the scale of new residential projects in
Corona del Mar.
The issue of building mass and bulk has been discussed with the City by various residents in
Corona del Mar a number of times over the years. The issue seems to be heightened at this time due
to the high number of remodeling and reconstruction projects currently underway. Additionally, we
understand this is a large concern of the Corona del Mar Residents' Association. Therefore, it may
be an issue which should be studied.
The Planning Commission recommends that a discussion of the development standards in Corona
del Mar be commenced through the formation of a study group, including participation of the
Planning Commission, staff, residents, and local architects. Such a group could study various issues
related to residential development standards, including building heights, floor area definitions, open
space option requirements, basements, and any number of other design- related issues. Such a group
could then suggest consideration of modifications to the development regulations in old Corona del
Mar.
The Planning Commission voted to send this memo to the City Council, to gain your concurrence
with the formation of such a study group. We seek your agreement because of the possibility that
changes to the Municipal Code could be proposed as a result, and because the activity will require
the utilization of staff resources.
The size of the study group should be fairly limited. We suggest one or two Commissioners, two
Corona del Mar residents, and two architects active in the Corona del Mar area. The group could
also include a City Council member, if desired.
If the City Council concurres with this idea, the Commission will form a study group in January,
1999.

We the undersigned are asking for a review of the permit
to build for 510 Acacia, Corona Del Mar.
We are very concerned as CDM residents and property owners
with the issue of new construction that is three stories
high. We are aware that the height limit for a peaked
roof is 29 ft. ac the ridge. However, we ask chat you
carefully review further permits and plans with respect
to the fact that most of the new construction. includes
third story rooms. The most recent example are the
three units is the 400 block of Begonia.
Three stories creates an environmental problem of light
and air for the neighbors, not to mention in some cases
view obstruction. This problem is happening not only
on Acacia and Begonia, but all over Corona Del Mar.
Pictures are enclosed of 9uildings recently completed and
in process in the immediate neighborhood.
