Background
In February 1995, the City applied for and was subsequently awarded a Third Cycle Used Oil
Opportunity Grant in the amount of $232,926 from the California Integrated Waste Management
Board ( "Board "). The grant funds were made available to the City pursuant to Public Resources
Code Section 48653, which requires oil manufacturers to pay $0.04 for every quart of lubricating
oil sold, transferred, or imported into California. The Board is then authorized to distribute the
funds to local governments, on a per capita basis, to implement used oil collection and recycling
programs.
The City's application was approved by Council in 1996 in an attempt to address the 5% to 10%
of the Newport Beach residential population that generates used motor oil. It was previously
common to find containers of used motor oil in the residential waste stream. These containers
would leak and cause oil spills when unknowingly collected with residential waste at the curb,
resulting in damage to City streets and private property. Another program objective was to
prevent pollution in the bay area by establishing safe disposal alternatives for used oil.
Discussion
Although the grant program operates on a reimbursement basis, the City was able to obtain an
advance of $103,000 to initiate its program. The program scope of work included establishing
certified collection centers within the City limits, establishing permanent non - certified collection
centers, coordinating and executing used oil collection events, and implementing a public
education and awareness program.
During the grant term, the City utilized only a portion of the total grant amount. At a total
project cost of $163,570, the City established 10 certified collection centers, including three oil
collection centers in the manna areas. Program achievements also included the execution of ten
collection events to collect used oil and oil filters. The collection events and public education

elements of the program were coordinated with Newport Harbor High School. The
environmental clubs at both Corona Del Mar and Newport Harbor High Schools participated in
the distribution of recycling containers, brochures, and other educational materials. Public
education efforts were also coordinated with two non - profit environmental groups, the Surfrider
Foundation and the Newport Beach Environmental Quality Affairs Committee.
The consultant firm of AmeriClean Environmental managed the project, and prepared a final
report, which was approved by the Board on November 15, 1998. Staff expects that the City will
be in receipt of the final grant payment in the amount of $44,645.30 by December 30, 1998.
A total of 10,780 gallons of used motor oil were collected during the grant term. While the
continued impact of the program is unknown at this time, it is likely that heightened public
awareness of safe and convenient disposal alternatives will result in continued use of the
collection centers that were established by the City's grant program. Staff expects to monitor the
operation of the ten certified collection centers on a quarterly basis.
This project was completed without cost to the City except for staff time in monitoring the
program and funding.
