Here is the Insider's Guide for the Newport Beach City Council meeting of Tuesday, September 8,2015. The City Council meeting is held on the 2nd and 4`"Tuesdays of most months. The Study Session starts at 4:00 p.m. (normal time)and the Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center Drive. There is plenty of parking, and you are welcome to attend. But you can also watch on TV(Channels 3/31) or on your computer. They appreciate hearing from you, especially about any agenda item. We have a couple of items on the afternoon Study Session's agenda that are worth noting here: • Our good friends at the Friends of the NB Library have sold a lot of$1 books again,and are offering a $205,000 check to the Library for library materials and more. We are always very appreciative of what the Friends do, as well as the opportunity to get$1 books (sometimes the same ones over and over). O 6 1 know that you really, really, didn't want to read this, but I have to warn you that Phase II of the 2-phase massive wastewater line project in the middle of Coast Highway at Mariner's Mile is about to start, having taken the summer off(it was blissful,wasn't it?). Orange County Sanitation District (OCSD) staff members will brief the public and Council on what Phase II entails. Tune in to know how it will affect you,your car, or your bike. This is the phase where the wastewater is transferred from the old line to the new line at the ends(roughly Dover x PCH and around Lower Hoag x PCH -the new line was installed in Phase I but not hooked up) and the old line is filled in with sand to keep it from collapsing. It should be less impactful than Phase i was, but it still involves K-rail and a constricted road, possibly through May 2016(insert curse word here). • I won't dive too deeply into this next one—because I could—but it involves how plane noise is monitored around 1WA. The microphones at the 10 monitoring stations need to be replaced, and the County must replace them without violating federal law. Seems odd that a federal law would govern noise monitors, but it kinda does—the Airport Noise and Capacity Act (ANCA) says that, after 1990, no local agency can adopt or enforce noise restrictions that are more limiting than one that's in place. In this case,the new mics measure noise more accurately. As a result,the noise limits at the monitoring stations need to be adjusted slightly upward—otherwise,the limits themselves would be known to be artificially low,which could violate ANCA. We'll brief Council on all of this starting at about 4:50 p.m. A second item on the Council's evening agenda would state the City's concurrence with the required change. We had our own consultant look at this same process and data, and our consultant verified the County's work. Here's what's on the evening session at 7:00 p.m: • Several items have percolated up from Committees or other study sessions for action at the evening meeting—these include updates to our Investment Policy and changes to how and when we replace City vehicles(reviewed by the Finance Committee); our process for street tree replacement and reforestations(reviewed by the Parks, Beaches, 1 and Recreation Commission as well as the City Council); and the same airport noise monitoring item above (reviewed by the Aviation Committee). • We're proposing some changes to street sweeping schedules in Corona del Mar as well as Lido Isle. This is an attempt to better align with the new trash collection system in one case, and in part to shorten the window whereby you can't park on the street. Hopefully, these are resident-friendly improvements. You'll want to look at the staff report if you're concerned about this and live on Lido or in CdM. That report is here: http://novusagenda public.newportbeachca.gov/CoverSheet.aspx?Item I D=7552&Meetingl D=675 • Our Community Development Department is reviewing a way to give you more choices for plan check(home remodels, new construction, etc). • Marina Park is gearing up for a December 2015 opening! And part of that is working with UCI, as UCI will work with us on year'round community boating programs operated out of Marina Park. We're really excited about the park and this new programming—we hope you will be too. Stay tuned for more news about it in the Newport Navigator. This agenda includes the contract with UCI to do the work. • Appointments to the Library Board of Trustees are on the agenda, with, as always, several dedicated residents to select from. • A big project coming up in CdM will be the rehabilitation of the traffic signals along Coast Highway(from Irvine Terrace to Pelican Point). This is about a $2M item, and includes some special lighting that was requested by the CdM Business Improvement District. Some notes: • The Drought. We can all pat ourselves on our Navy-showered backs for July! We met our target reduction—that was 28% less water use citywide than in July 2013. Until the rains come, we have to stay on that course. To that end, stay tuned for news on how the community should prepare for El Nino. Meantime, I know that all ocean swimmers and surfers are enjoying the really too warm water. • In addition to the noise monitoring item above, there are a couple more things going on involving JWA. Our airport consultant, former Mayor Tom Edwards, does a great job for us and for the Aviation Committee in updating you on All Things Aviation. Please take a look at his latest report, which explains the noise monitoring issues well, plus something going on regarding a compass heading issue, as well as the massive undertaking known as NextGen (the "optimization" of airspace across our region and indeed the nation). Be careful out there, all you students, moms and dads and carpoolers, and those who merely traverse near a school during school hours. PD will be extra vigilant about making sure that we all follow the laws around school to protect everyone's safety. Just so you know, the daytime road closures associated with the big paving project along Dover and Westcliff(near NHHS) are supposed to be done by the time Tuesday arrives. This project had to be squeezed in during summer, between Phases I and II of the OCSD project, as Dover is a major relief artery for Coast Highway.
