TITLE: Multiple Buildings Roofing Project - Reject All Bids - Contract No. 6226
ABSTRACT:
As part of the City's continued facility maintenance program, staff is in the process of replacing several
building roofs. Prior to and during this project's advertisement period, staff contacted and encouraged a
number of roofing contractors to submit a bid for the work. However, only one bid was received at the time
of the bid opening. Additionally this one bid was substantially above the Engineer's estimate. After review,
staff is requesting City Council's approval to reject this one bid received for the Multiple Buildings Roofing
Project and staff will investigate how best to proceed with the necessary roof replacements.
RECOMMENDATION:
Reject the bid received from Best Contracting Services, Inc.
FUNDING REQUIREMENTS:
There is no fiscal impact for this recommendation.
DISCUSSION:
As part of the City's proactive Facilities Maintenance Master Plan, Public Works planned a roofing
replacement project to replace the existing deteriorated and leaky roofs at Fire Station No. 1 (Balboa
Peninsula), Fire Station No. 2 (Lido), Fire Station No. 3 (Newport Center), Fire Station No. 8 (Newport
Coast), Newport Theatre Arts Center, and Balboa Branch Library with a new 20+ year roofing system.
Despite staff's outreach efforts, multiple public announcements, and a three-week bid period, only one bid
from Best Contracting Services, Inc. ("Best") was received for this project when the City Clerk opened bids
at 10:00 AM on August 27, 2015. Best's $456,000.00 total base bid was 82 percent higher than the
Engineer's estimate of $250,000 for the work. After analyzing the individual bid components submitted by
Best Contracting Services, staff feels that the total bid amount received is excessive and does not
correspond to the amount of work that needs to the performed. Staff is investigating the causes for
excessive prices and low bidder turnout. The increasing roofing demand associated with the suggested "El

Nino" winter storm season may be a contributing factor.
Upon City Council's rejection of the received bid, staff intends repackage the bid documents, hold further
job walks, and obtain informal competitive bids for the higher priority scheduled work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality Act
("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable
indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in
Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or indirectly. Additionally,
pursuant to Section 15270, CEQA does not apply to projects that are disapproved or rejected.

which the City Council considers the item).
