Important Considerations
Although the Applications are independent of one another - --
Both Applications cannot be both approved as submitted by the applicants,
because of the overlap in respect to the 133 -acre Golf Club Component.
The Planning Commission has recommended Council adoption of a series
of actions that include environmental clearance, and appropriate legislative
standards to set the framework to consider the site development plans for
both applications.
The Planning Commission has recommended adoption of the site
development plan for the Tennis Club Component, for which there was
only I proposal.
The Planning Commission reviewed both site development plans proposed
for the 133- acre Golf Club Component, and recommended I of the 2
plans for adoption.

Recommendation
Adopt Resolution: Adoption of Environmental Document
(MND, Errata, and Mitigation Monitoring and Reporting Program)
Introduce Ordinance: Adoption of a Planned Community
Development Plan (PC2005 -002), as proposed by staff,
for the entire 140 -acre project site
Adopt Resolution: Approval of Site Development Review
(SD2011 -002), Limited Term Permit (XP2011 -004), and
Vesting Tentative Tract Map (NT2005 -003), as proposed
by applicant, for the 7 -acre tennis club site only.
Resolution includes the approval of the conversion of
tennis courts to hotel rooms and the denial of the
requested Transfer of Development

4.8 Minor Changes by the Director
1. The following minor changes to an approved site plan may be approved by the
Director in compliance with Section 20.54.070 (Changes to an approved project) of
the Newport Beach Municipal Code:
a) Minor relocation of any proposed structure.
b) Deletion of the frontage road, that is proposed to provide egress from the parking
area of 1500 East Coast Highway to the signalized intersection of Irvine Terrace
and East Coast Highway, provided a minimum landscaped setback of 18 feet is
provided..
c) Reduction in the square footage of any structure and a commensurate reduction
in required parking, if applicable.
d) Reconfiguration of the golf clubhouse parking lot, including drive aisles and /or
parking spaces, subject to review and approval of the City Traffic Engineer.
f) Reconfiguration of parking lot landscaping.
g) Modification of the approved architectural style.
h) Any other minor change to the site plan provided it does not increase any
structure area, height, number of units, number of hotel rooms, and /or change of
use.
2. Any proposed changes that are not deemed minor shall be subject to review and
approval by the Planning Commission.
