As a result of the 1991 Oakland Hills fire, Assemblyman
Tom Bates introduced "The Bates Bill" *hich was
signed into law on January 1, 1993. This n law added
Government Code Section 51175 -89 an amended
Health and Safety Code Section 13 o8.5.

The Legislature hereby finds and declares as follows:
(a) Fires are extremely costly, not only to property owners
and residents, but also to local agencies.
The prevention of wildland fires is not a municipal affair,
but is instead, a matter of statewide concern
The wildfire front is not the only source of risk since
embers, or firebrands, travel far beyond the area
impacted by the front
It is necessary that cities, counties, state agencies and
federal agencies work together to bring raging fires under
control

Why did the State expand the
VHFHSZ?
The map process uses
new technology based on consistent scientific
criteria
accurately reflects and expands the zones that are
susceptible to wildfire from hazards

Defensible Space
Maintain defensible space of ioo feet from all sides of
the structure by removing flammable vegetation
Amount of fuel modification necessary shall take into
account the flammability of the structure as affected
by building standards, building materials, location,
and type of vegetation.
Fuels maintained so that a wildfire burning under
average weather conditions would be unlikely to ignite
the structure.
The most intensive fuel management is within the first
30 feet around the structure.

OCFA research of FHSZ impact on
Insurance Rates
Surveyed 5 counties no reports of increased fire insurance
premiums following the adoption of FHSZ maps
ISO's Fireline program is used by some of California's
largest insurers
Cal Fire maps evaluate fire hazard not fire risk
Hazard - a measure of the likelihood of an area burning
Risk - A measure of the potential for damage. Factors like
defensible space, ignition resistant construction and
emergency access and water availability reduce the risk.
