TITLE: Supporting Ontario's bid to Operate Ontario International Airport
(ONT)
ABSTRACT:
This agenda item brings forward a recommendation of the Newport Beach
Council /Citizens Aviation Committee to respond affirmatively to a letter sent to the City
of Newport Beach from the City of Ontario earlier this year. The letter asked for
Newport Beach's support for the City of Ontario's attempts to administer Ontario
International Airport (ONT) instead of Los Angeles World Airports (LAWA).
RECOMMENDATION:
Authorize Mayor Gardner to send the attached letter to the Mayor of Ontario regarding
the City of Newport Beach's support of the City of Ontario's bid to operate ONT.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Los Angeles World Airports currently operates Los Angeles International Airport (LAX)
as well as Van Nuys Airport and Ontario International (ONT). ONT has the following
capacity and facilities:
0 35 Passenger Gates
0 Two 150' wide runways — 12,200' and 10,200' long.
0 Three terminals — Two domestic at 265,000 SF each and one international at
40,500 SF
0 Current Capacity = 10 Million Annual Passengers (MAP)

In recent years, operations at ONT have gone from 2005's high of 7.2 MAP and
143,000 total operations to 4.5 MAP and 90,700 total operations in 2011. Much of this
decrease relates to the economic downturn in the especially hard -hit Inland Empire.
Advocates for greater local control over ONT (including the City of Ontario) suggest that
the City of Ontario may be better suited to develop and market the capacity of ONT than
its current owner, LAWA.
Earlier this year, Mayor Paul Leon of the City of Ontario sent a letter to the City of
Newport Beach asking for Newport Beach's support of the City of Ontario's bid to
acquire ONT from LAWA. The Aviation Committee discussed this at its meeting of
March 26, 2012, and recommended that the City Council send such a letter. A draft
letter is attached, as is the letter to the City from Mayor Leon. Representatives of the
City of Costa Mesa have noted that Costa Mesa will seek to do the same thing, as a
fellow "Corridor City" around John Wayne Airport (JWA).
The City of Newport Beach benefits from a well -run, functioning airport network that
includes LAX and ONT, because that can effectively spread demand for air travel
across the region without concentrating it at JWA. As the City works with JWA and the
County of Orange to maintain and extend existing neighborhood- friendly controls at
JWA, spreading air traffic demand among several regional airports, including ONT, is
important.
As the City's proposed letter states, we also believe that local control is a good thing for
airport administration, because it allows the airport to integrate better with the
surrounding communities and to be more responsive to neighborhood concerns. The
good relationship that the City of Newport Beach has with the operators of JWA (the
County of Orange) is a good example of this.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.

The City of Ontario requests your support of our commitment to gain local control of Ontario. International Airport (ONT).
Located within the city limits of Ontario, ONT is currently operated by Los Angeles World Airports, a City of Los Angeles
agency, under terms of a Joint Powers Agreement.
Over the past four years, ONT has lost over one -third of its passenger traffic, costing the Inland Empire economy $500 million
annually and 9,250 jobs. Under local control, ONT can more quickly rebound and position itself for long -term market share
growth, just as other regional airports under local control in the southland have achieved over the past decade.

We are very thankful for the outpouring of support from Local, State, and Federal entities as well as the business
and non - profit community. Thanks in large part to this widespread support, Los Angeles City Councilmembers
Zine and Rosendahl introduced a motion on January 24, 2012, calling for an analysis of Ontario's offer to regain
control of Ontario International Airport. This represents a major step forward but is only the beginning of a long
transfer process.
