ABSTRACT:
of the Charter Update Committee's
Add Charter Section 1106 to its Work
The Charter Update Committee is currently reviewing a number of sections of the City
Charter in order to recommend Charter amendments to the City Council for possible
inclusion in a November Ballot Charter update initiative. The Committee is requesting
the City Council's permission to add Section 1106 — Centralized Purchasing, to their
review scope as they believe a change to this section would be beneficial.
RECOMMENDATIONS:
Authorize the Charter Update Committee to add to its Work Program Charter Section
1106.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
At the May 22, 2012 City Council Meeting, the City Council approved a list of Charter
Sections for the Charter Update Committee to review. The City Council also authorized
the Committee to seek the City Council's permission to review other sections for possible
inclusion within a Charter amendment. Over the past few weeks, the Charter Update
Committee has met to review the Charter Sections within their approved Work Program.
At the Committee's June 7, 2012 meeting they discussed additional sections for possible
inclusion in their Work Program.

After discussion, the Charter Update Committee voted 5 -0 (Members Bahnsen and
Herdman were absent) to request permission from the City Council to add consideration of
Charter Section 1106 to its Work Program. Based upon the request of the Charter Update
Committee and its recommendation, staff recommends adding the following City Charter
Section to the Charter Update Committee's Work Program:
Section 1106 (Centralized
Purchasing.) Under the
control and direction of the
City Manager there shall be
established a centralized
purchasing system for all City
departments and agencies,
except as otherwise in this
Charter provided.
ENVIRONMENTAL REVIEW:
This revision removes
the word "centralized"
to reflect the current
diffused purchasing
system.
This change is intended to
reflect current practices.
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3; because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
Notice has been given consistent with the Ralph M. Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
