TITLE: APPOINTMENT OF A NEW CITY ARTS COMMISSIONER TO SERVE UNTIL
JUNE 30, 2013
ABSTRACT:
Due to the appointment of Robyn Grant to the Board of Library Trustees, the City Council must
fill the position vacated by Ms. Grant on the City Arts Commission.
RECOMMENDATION:
Appoint a person from the applicant list provided in the staff report to the City Arts Commission
to fill the unexpired balance of Robyn Grant's term which ends June 30, 2013.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
On June 26, 2012, the City Council appointed Robyn Grant to the Board of Library Trustees,
and on June 28, 2012, Ms. Grant resigned her seat on the City Arts Commission. Her term
was scheduled to expire on June 30, 2013. Pursuant to Charter Section 702 (Appointment.
Terms) and City Council Policy A -2, the City Council's appointee to the City Arts Commission
will serve Ms. Grant's unexpired term.
The City Council waived Council Policy A -2 — Board and Commission Appointments relative to
the procedures for handing unscheduled vacancies at the July 10, 2012 City Council meeting
since the City Council previously made appointments to Boards and Commissions at the
June 26, 2012 City Council Meeting,

Pursuant to the Maddy Act and City Council Policy A -2, the City Clerk prepared and posted an
Unscheduled Vacancy Notice on Thursday, July 5, 2012 in the City Clerk's Office and at the
Central Library, The Notice was also placed on the City's webpage and was published in the
Daily Pilot on Saturday, July 14, 2012. As per the Notice, applications will be accepted by the
City Clerk's Office until 1:00 p.m. on Friday, July 20, 2012.
The following is a list of applicants who desire to be considered for the current vacancy on the
City Arts Commission:

A copy of the applications are attached hereto as Attachment A. If necessary, a supplemental
staff report will be generated to incorporate any application received by the 1:00 p.m., July 20,

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment) and
15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item).

My decision to pursue participation on the Art Commission stems from my own core values as well as my family's historical legacy. I am a
sixth generation Californian. And recently I had the privilege of visiting the Reyes Adobe in Agoura Hills. My great great grandmother's
family built it in the mid 1800's. The structure, restored in 2000, serves the students in the community and is a source of great civic pride.
This tremendous civic pride is also part of Newport Beach's culture. I have been a resident over 27 years and I have been closely focused
on historical building research. I located the "Historical Resource Inventory' of 61 properties, which was presented to City Council June 8,
1992. To my knowledge this inventory was never officially adopted by the city, and placed on the city register.
My sad discovery was that two homes built in 1909 and 1912 on Ocean Avenue in Corona Del Mar have since been demolished, likely
during the real estate bubble. The current real estate downturn may accommodate the creation of a more thoughtful approach to future
preservation efforts. I believe the public sentiment supports this philosophy given the example of the Neutra Medical Arts building and
the restoration of Harbor High. I would like an opportunity to put my focus, enthusiasm and dedication toward this worthy cultural goal.

Dear Council Members,
My biggest desire as a Arts Commissioner is educate about the importance of Art in an evolved society. My second focus is to help close
the huge gap between the arts, government and the art business. That's why, for the last year. I am holding a monthly "Open Studio
Salon" event in to give citizens of OC the opportunity to meet artists and further the communication between artist, art business and
non - artist.
To create new collectors and patrons of the arts in NB one must help eliminate the elusiveness of the Arts by promoting art that people
can relate to and want to experience. in order to stimulate an interest In beauty and aesthetics, we need both, Classical Arts like
"Shakespeare in the Park" but also interactive community projects like "Margaret River Cow Parade" and/or painting a public building
with citizens participation tike "Portraits of Hope'.
I feel Newport Beach needs to focus on educating and actively exposing its citizens to as much art as possible while minimizing its
dependence on city funds. The more Newport Beach is known for art, the more it will benefit financially and in image from a synergy
with our surrounding Lities Laguna Beach and Costa Mesa. My goal is to stimulate interest and involvement through avrareness like a

I Post learned about the Newport Beach City Arts Commission after meeting Ms Jana Barbier while applying to exhibit my art at the
Central Library. Because 1 was more focused on promoting my career as a painter at that time, I didn! take iho time to learn about
the Commission's function.. Over the I -st 1 years of exhibiting my art in Naweort Beach at the Central Library, City Flail, Centennial
Celebration, and Celebrate Art CC, among other everts, I became increasingly aware of the Commission's responslbllitles and
became acquainted with its members. After my involvc.nent in the Imagination Celebration as a teacher /coach volunteer working
with children, and receiving an invitation to make a presentation to the Commission, I began to consider the idea of Serving on the
Commission. Assisting the Commission appeals to me primarily due to my strong belief in the positive attributes of the arts.
Having been raised in Vienna. Austria, 1 possess a unique background and perspective, which I believe will be at', acsel to the
Commission I was exposed to the world of art at an early age through my uncle. Adolf Frohner, a world- ienownel artist. and his
peers. in addition to being an artist, i have a 2C -plus year involvement in the television and entertainment industry, which turther
qualifies me to serve. These experiences have provided me with, not only a distinctly different viewpoint from most Newport
residents, but the ability to motivate people, regardless of socio-economic status, to successfully acrxmpbsh any given goal. I
would welcome the opportunity to serve on the Commission in order to further its goals and mission.

Michaell Magrutsche was born in Vienna, Austria and grew up surrounded
by the art and beauty of turope. \Michaell was exposed to Modern Art at an
early age. Growing up in his home with its collection of art by his uncle, the
famous Austrian painter, Adolf Frohner, and meeting his uncle's peers ('r,e.,
Wolfgang Hutter, Arlk Brauer, Ernst Fuchs, etc,) taught Michael the power
of Abstract
"I moved to Southern California approximately 20 years ago at the age of
26. After I was unable to locate artwork t`,at appealed to me for my new
home in 1994, t took up painting and fei; in love with the process and the
powerful results."

Michaell has been selected by Orange Coast Magazine as one of the most
interesting up and coming Orange County artists. He is featured in the
magazine's September 2006 Arts & Entertainment issue.

Mlchaell al his last exhibition at Sandstone Gallery in Laguna Beach. CA
Mlchaell Magrufsche's art career began as a struggle to find artwork to
hang in his Newport Beach home. "I've always been Involved in creative
endeavors, but it -as the lack of art that appealed to me while decorating
my new home that inspired me to begin painting," he says. The native
Austrian now has several of his own pieces that he rotates through his
home, which is also his working studio. "I need this reflection because it
uplifts me and keeps me confident in my ability," he adds. Magrutsche
specializes in "liminal abstract art, what he calls the space between
abstract and concrete. He credits his uncle the famous Austrian painter
Adolf Frohner, with teaching him the power of abstract. He says, "I --,ant
the color and design in my art to grab you, engage you and seduce you into

"As long as I can remember, I have bee- involved with art in one form or
another; from be'ng a disc 'ockey to producing fashion shows, to
producing /directing international television programs, to screenwriting, and
f,nally to creating music and pai- tings.
Art forces me to focus on what is 'more real,' such as beauty and nature.
To me, creating art is my job. However, it is primarily a sacred process,
which continually gives me a greater insight into who and how I am. k.y
goal as an artist is to bring others a sense of joy and inspiration, similar to
that which i experience with this 'soul food' called art."

"I am inspired when something different draws my attention. Not different
for d fferent's sake, but different i.i being creative, or fresh it a new way.
Today, when I enter a room, I want to feel a painting. I want its color and
design to grab me, engage me and seduce me into getting lost in its
content. I love to get caught up in the inexplicable power of colors and
shapes, • thich evoke a rar.ge of emotions in me. I prefe to paint in the
abstract to explore an unknown r.onten_ without boundaries. In addition, {
sometimes place mundane objects into surreal settings because it captures
my mind and interest.
Like most artists, the question of "What is art ?" was continuously on
Michaeli's mind. .Archaell finally arr ved at a definition that made the most
sense to him. "Art is what inspires," meaning uplifting and upbeat. "I
believe I am successful in creating art without catharsis. since my recent
pieces were most uplifting even though my wife was battling cancer-'

"I would like my art to stimulate the viewer in a way that triggers his or her

artwork. It should cause a response similar to that of listening to the music
of minimalists, such as Miles Davis, where one's mind and soul complete
the picture, playing with the unfilled spaces in a myriad of possibi ities.

corporate environments which tends to blend into the surroundings, my art
draws one's attention to the architecture of the space or environment

"I try to be as concise as possible in expressing my inspirations. I love
colors and find their vibrancy and unusual combinations emotionally most
rewarding.
What I have learned from renowned artist and collectors is that one's
appreciation for a piece of art should in no way be diminished or minimized
by one's consideration for there the piece would be displayed. I believe
that a work of art must be capable of standing on its own, in which case it
fits in any surrounding.-
Over the years. Michaell's work has evolved into three avenues of
expression:
exp'oring the liminal: N,ichaell's primary inspiration falls into the
category, 'The Liminal - The Space In Between Abstract And Concrete.'
Typically, viewers are captured by the un,que organic shapes and colors of
these pieces, resulting 'r their search for either a concrete or an abstract

provtdi-ig a different abstract !.e., 'Jumpy,' jumping from abstract to
concrete).

of mind, typically when I wake up in the middle of the night, to capture the
flow of creativity which comes over me. This category consists of ink
drawings which I later complete in mixed media."

out the innocence and love of my 'magical child.' I also take pleasure in

and unusual colors to evoke a mind -soul play."

Corporate image and branding have never been more important
than in today's business world. 'i he public spaces of a business are an
e- tension of that company's image. Each time a prospective customer
enters your lobby, reception area or corporate conference room, an
almost immediate impression of your business is created. Because such
first impressions can be so critical to your company's image, the
appropriate message must be conveyed.. The proper utilization of art can
serve as an important tool in enhancing your image and personalizing
your public spaces.
The art displayed in your business should make a statement that
your company is modern, open- minded, and creative. it should create an
uplifting effect on the workplace and demonstrate a human touch. this
can be accomplished by displaying eye - catching, engaging and bold
artwork. Unlike the typical business environment, art can be utilized to
express individuality and differentiate you from other companies. In the
majority of businesses today, €.rt has been relegated to the same status in
the decor as that of a lampshade or the drapes. Your art should attract
your visitor's attention, but not be viewed as an extrav-: -ant or ego - driven
trophy. By emphasizing a bold piece of art, your visitor will receive an
enhanced image of you and your company, and they will be more prone to
remember your business in a favorable light.
Today's method of displaying art in businesses is outdated. Most
art is exhibited ineffectively, thereby missing the potential oppoicunity for
image enhancement. Businesses spend millions of dollars establishing a
brand and an image, but often ignore the message conveyed by the
artwork displayed in their public spaces. Therefore, the value of this
important message space is diminished and their art is reduced to :he
basic function of wa;l covering. Most corporate decors are bland and
leave your visitors With the same vague impression they receive at most
other businesses.

business in approximately two seconds, when a client or customer enters
your office, he rates your business conscious and unconscious very
quickly.
The more attention you devote to your business environment's
design scheme, the greater the value of the message communicated
about you and your company.
Although art is a familiar sight in the workplace, designers generally
use it as a mere component in their overall design. Since art is a personal
preference, relinquishing control to the interior designer, sacrifices an
opportunity to enhance your company's image. Art should be displayed
as a focal point of your decor and should be selected based on its
stimulating, thought - provoking aspects. Are should be capable of
standing on its own and it should make the design visible, instead of the
design hiding the art. Your art will then be noticed for its own unique
qualities and not viewed as an accenting element.
Art should serve as more than a diversion from the less pleasant
visible aspects of your office, succ as computer cables. By bisplaying
bold art, you freshen your office atmosphere. Properly displayed art can
shift your guess and employees out of their daily monotony, and offer
them a new outlook. You should display thought - provo'ing art, which can
also stimulate creative thinking and initiate conversation. By
personalizing your art choices, you demonstrate versatility and an open
mind to new ideas. The art you select can be integrated into your
company's overall branding /marketing efforts, and should reflect your
personal values and ideals. Art can make a creative statement and
express your unique point of view. Through your personalization, your
visitors will leave your place of business with a deeper recollection of who
you are. Therefore, you should participate in your art acquisitions to

abstract painter eschews representational art because e%en the best
painting of a horse can never compete with a real horse.
Ile likes abstract art because it involves the viewer and is proactive.
"It's a lost cause to paint nature," Magrutsche said.
"Michaeli's Upbeat Abstracts," a group of acrylic paintings on display at
Newport Reach Central Library shows a developed sense of art by a second-
generation abstract painter.
Magrutsche, who was born in Vienna, Austria, grew up exposed to the art of
his uncle, Adolf Frobner, a famous Austrian abstract painter.
Despite the strong influence, Magrutsche said he found his own way.
He believes art should inspire and uplift.
"These days when I enter a room, I want to feel a painting -- I want its color
and design to grab me," Magrutsche said. "I am not an elitist artist -- either
you like it or you don't."

interprets the space between the lines and brings something of themselves to
the painting.
"I would like my paintings to stimul; :r the viewer in a wa; that his or her

He also believes a paiuting should stand on it:, own, not the backdrop for a
new sofa.
Fie said he's seen a painting by Picasso in a baroque -style apartment anJ in

The artist uses bold colors and simple forms.
"The color in a painting should grab you," he said. "I am inspired when
something grabs my attention. I find vibrant color and special color
combinations most rewarding,'

Have you ever passed up an opport „nity to purchase a piece of art you love only
because you couldn't decide where you would display it? Maybe you felt it would
cash with your decor, or that it was not in proportion to your space. Conversely, have
you ever acquired a painting that you were indifferent towards simply because you
envisioned it fitting into the decor” Sadly, the acgt:isition of art has degenerated into
this either /or decision based upon a piece's eventual display site.
Visual art must be capable of stand;ng on its own. A piece of art should be an
extension or expression of one's self and, therefore, fit anywhere. Artwork should
have a profound meaning to you personally, or should touch your soul. If you
purchase art :hat does not meet these criteria, then is is simply relegated to the stars
of one of the components of your interior design scheme, like a lampshade or the
drapes. If you truly love a certain piece, you should never have to consider how it
would fit into your decor. Buying art to blend witt the decor will -tot only eventually
bore you, but does a disservice to the artist who wants h's pieces prominently
displayed.
Artists and art collectors, worldwide, rarely ask themselves where to display a
canvas. They will hang r painting wherever it maximizes their viewing pleasure.
Collectors' tastes 'n art change, gust like their preferences in automobiles. They go
through different phases with each: artists, styles, or schools of art; and SUVs, sports
cars, or luxury sedans.

Over the past few decades, the relationship between buyer and art has
diminished. People are acquiring art to either satisfy their egos or as an investment.
"i hey focus on the "hot" artist of the day in order to flaunt their status, or they view
their acquisition as a commodity with an eye towards appreciation. Thia results in
many purchasers failing to appreciate the wonderful properties and intrinsic values
that art possesses.
So, the next time YOU consider a work of art, Jo not ask yourself where it will
fit. If a painting has an effect on you, display it with abandon. Remind yourself that
you are me custodian of a sliver of someone's soul expression to be handed down for
someone else's enjoyment. Let it serve as a reflection of who you are and, above all,
enjoy it!
