Thanks for your note. Last nights vote on correcting a wrong for not making regular adjustments in
lease rates for land under the responsibility of the city was clearly the most divisive decision I have
been called on to make since being on the council. I am sure I didn't make many friends, but in
balancing fiduciary responsibilities with supporting local businesses and the Harbor, I feel I moved the
final decision to a softer landing.
I appreciate your taking time to write.

Dear Rush,
I am one of your constituents, neighbors, fellow NBAC member and a boat owner. My message today is one of concern
regarding our harbor. While I understand that it is difficult managing the income and expenses of a budget, I feel that
excessive rate increases to boat owners will cause a financial hardship on boaters and businesses in our community.
As a boat owner I purchase my items for repair and maintenance from stores around the harbor, and the fuel for my
boat is purchased locally too. The cost for maintaining a boat goes well beyond the slip or mooring costs, but those
costs do make up a large portion of the monthly expense. I have already seen boat owners who have relocated their
boats to reduce their expenses. For me personally, I have been able to justify the cost based on convenience and
proximity to my house. If I am forced to pay higher rates, that convenience will be outweighed by the cost, and I will
either have to sell my boat or move it to Long Beach where the rates are lower.
If I sell my boat and it leaves the area or I relocate it to Long Beach, with it goes the thousands of dollars a year I spend
in our community. No one will benefit from that situation. We need our boat owners to spend their money on
maintenance and usage of their boats -- encouraging people to bring visitors to our town who will spend their money
locally and support our businesses. We don't need to be taxing our boat owners — I don't see any long term positive
growth coming from this plan, it is simply a short term band aid.
I encourage you to put additional thought to the situation and come up with a reasonable solution that will make sense
for all of Newport Beach.

As a long time resident (3 generations) and boater, I ask that you reduce the proposed 800% increase in
commercial dock fees being considered by the City of Newport Beach. As I understand it, this fee increase will
certainly put several going concerns out of business immediately, others will pass these increases along in the
form of higher slip fees and higher service and rental prices. None of the fee increases will go directly to help
the harbor, rather they will go into the general fund for discretional spending by the council, for example to
shore up the deficit created by the new $160 million city hall project.
I and many other residents, businesses, and boating associations believe that this increase will, among other
things, 1) drastically decrease the options for casual boat rentals, 2) reduce the availability of marine services, 3)
diminish the quality of tourism in the harbor, and 4) negatively impact the unique residential qualities of the
harbor (as bigger boats will move to less expensive residential docks).
Many of us have experience with huge lease fee increases, yet want to maintain the high quality of Newport
Harbor, and /or are concerned with fiscally responsible government. I believe some of the local businesses have
tried to compromise with the City to no avail which I believe is inexcusable. And why does the city need this
new tax, apparently that question has not been accurately answered? With a new 160 million dollar city hall
almost completed and the high salaries and pensions, we wonder what is going on with our local government
representatives. Please DO NOT follow the direction of our federal government as you know what that has done
to our country!
