TITLE: Corona del Mar Lane Merge Relocation Trial - Traffic Analysis
ABSTRACT:
On February 28, 2012, the City Council approved a concept plan for a Corona del Mar
Entryway Improvement Project. This proposed plan would relocate the existing eastbound
traffic lane merge (from three lanes to two lanes,) on East Coast Highway from Carnation
Avenue to Acacia Avenue, remove eight on- street parking spaces and construct a widened
sidewalk and new landscaping along the south side of East Coast Highway between Acacia
Avenue and Dahlia Avenue. As a result of many public concerns raised about increased
parking and traffic congestion impacts associated with the proposed concept plan, the City
Council included $25,000 in the 2012 -13 Capital Improvement Budget for staff to set up and
monitor a temporary trial street striping and markings configuration reflecting the proposed
ultimate lane alignment. The trial was to determine if there would be any actual traffic or
parking issues, or capacity impacts associated with a change in the lane merge location. The
trial period is now complete.
RECOMMENDATIONS:
1. Direct staff to remove the temporary street striping and markings on East Coast Highway,
and return the eastbound traffic lane merge to its former configuration.
2. Find that the vehicular traffic congestion during the test period did increase at various
times as a result of moving the lane merge further to the west and recommend one of the
following actions:
a. Reject the proposed entryway Concept Plan due to its negative impacts to traffic
circulation and direct that East Coast Highway be left in its original configuration.
b. Reject the entryway Concept Plan as proposed due to its negative impacts to traffic
circulation and direct staff to explore modifying the current proposed Concept Plan

to remove just the existing on- street parking area between Begonia Avenue and
Carnation Avenue to accommodate additional parkway landscaping and sidewalk
between Acacia Avenue and Carnation Avenue.
c. Provide staff with an alternative direction.
DISCUSSION:
On February 28, 2012, the City Council approved a Concept Plan for a Corona del Mar
Entryway Improvement that would relocate the existing eastbound traffic lane merge (from
three lanes to two lanes,) on East Coast Highway from Carnation Avenue to Acacia Avenue,
remove eight on- street parking spaces and construct a widened sidewalk and new
landscaping along the South side of East Coast Highway between Acacia Avenue and Dahlia
Avenue. Due to concerns raised by the community regarding possible negative impacts on
traffic and parking, the City Council funded and directed staff to install temporary street
striping and markings in the proposed ultimate lane configuration to determine if there would
be any actual traffic issues or capacity impacts associated with a change in the lane merge
location.
On June 26, 2012, temporary 36- inch -tall white "stick- down" delineators were installed
together with edge -line striping and advance signing to match the conceptual entryway plan.
The delineators were installed to replicate the curb -line of the proposed entryway project.
The trial lane merge was intentionally installed just prior to the start of July so that the peak
summer traffic could be observed and analyzed. The trial ran for a four month period ending
in October 2012. This test period has come to a close and staff would now like to return the
eastbound traffic lane merge on East Coast Highway to it original configuration, report the
findings of the test back to the City Council and other interested parties, and receive City
Council direction on how to precede with the proposed CdM Village entry improvements.
These findings are highlighted below.
Traffic Observations and Calculations
Staff frequently observed the traffic Flow through field visits and by using the recently installed
Closed Circuit Television (CCTV) camera at the intersection. Observations began on
Saturday, June 30, and were continued during weekday working hours and on many of the
weekends during the four month test period. Occasionally photos of the intersection were
taken to document conditions. Copies of the photos are attached to the staff report.
In addition to the actual observations, and in an effort to quantify any potential impacts to the
change in the lane merge location, new traffic volume counts were collected during the test
period and compared to the most recent available traffic counts taken prior to the temporary
lane merge modification test. These traffic volume counts are attached to this report with a
summary of the daily traffic volume counts as follows:
Coast Highway
Wednesday May 16, 2012 - eastbound daily traffic volume = 25,527
Wednesday August 15, 2012 - eastbound daily traffic volume = 21,268
Saturday August 18, 2012 — eastbound daily traffic volumes = 22,357
Tuesday March 16, 2010 — eastbound daily traffic volume = 25,052

What these limited traffic counts suggest is that the eastbound daily traffic volumes for this
segment of Coast Highway were slightly lower in the summer months then in May of that
same year. This is important to note in this analysis because it would conclude, all other
factors being equal, that any observed increases in the eastbound traffic congestion
(between Avocado Avenue and MacArthur Boulevard) would have been associated with the
change in the lane merge location and not increased traffic. In addition to the daily traffic
volumes above, we also reviewed the hourly traffic volumes for comparison. We did find that
the weekday hourly traffic volumes on Coast Highway were in fact, also less for the summer
than for the spring. One would naturally expect that a reduction in traffic volumes would
reduce the length of the queue. If the eastbound queue on Coast Highway actually
lengthened between Avocado Avenue and MacArthur Boulevard, then the most logical
explanation would be that the change in the location of the lane merge had an effect on the
length of the queue.
Observations in the field and on CCTV support this hypothesis. During the mid -day peak
hours on the summer weekends in the test periods, traffic regularly backed up beyond
Avocado Avenue. During the spring months prior to the lane drop trial, staff observations did
not show a consistent back up to Avocado Avenue. In addition, introducing an additional
traffic signal (Coast Highway at Avocado Avenue) into the longer traffic queue only
exasperated the traffic flow through the area. Depending on where the driver is in the queue,
a driver could potentially stop at both signalized intersections whereas before they might only
stop at one signalized intersection (MacArthur Boulevard) on Coast Highway.
The data shows summer weekend peak hour traffic is greater than summer weekday peak
hour traffic. Staff observations are consistent with the collected data. The observed queue
length was less during the weekday peak hours. Although not in every signal cycle, the traffic
did occasionally back -up during the weekday peak hour test period extending beyond
Avocado Avenue.
The primary concern for southbound traffic on MacArthur Boulevard with the trial lane change
was that the left turning vehicles would be entering two lanes on Coast Highway instead of
three lanes. Having the third lane in the intersection allows for additional storage of left
turning vehicles between MacArthur Boulevard and Carnation Avenue. Depending on the
downstream traffic flow, this might cause added back -up on MacArthur Boulevard. Staff did
observe some southbound left turning vehicles blocking the intersection during the test
period. This type of back -up occasionally happened before the lane drop trial, although to a
lesser degree. Many residents use the 'outside" third lane to proceed to turn right onto
Carnation Avenue. For most signal cycles, there are anywhere from a few to over ten
residents making this right turning movement. Observations confirmed this lane merge
relocation test impacted the local residents who are using the existing third lane as a short
cut around southbound through traffic on Coast Highway.

One last comment on traffic volumes. Recent studies and field counts throughout the County
over the past several years have indicated a general overall decrease in traffic volumes on
roads and freeways throughout the County. The leading explanation for this from
transportation experts like Caltrans and OCTA is that the recent and lingering economic
downturn has resulted in less travel or trips. The concern then would be as the economy
recovers and travel volumes again begin to pick up, any congestion resulting from this lane
merge relocation would worsen.
Another method used to measure traffic operation at an intersection is to calculate and rate
the capacity levels at the intersection. New traffic turning movement counts were collected
after the trial was installed and the capacity levels were calculated. These figures are
compared to the intersection capacity levels calculated using counts taken prior to the lane
drop installation. The results of capacity calculations are indicated as the Level -of- Service
(LOS). A calculated LOS of "A" means free flow traffic. A calculated LOS of "F" means the
intersection is failing. The General Plan allows for an LOS of "D" as acceptable. The
capacity calculation summary follows:
March 2012 (per previous lane configuration)

August 2012 (with lane drop trial)

The calculated levels of service show essentially no changes in the LOS before and after the
trial lane drop. In all cases, the level of service is acceptable per the City General Plan
guidelines. As expected, the best way to analyze the potential for impacts associated with
this relocation of the lane merge is truly observational, and not by using calculated levels of
service.
Public Outreach and SurveV Results
Prior to the installation of the trial lane merge, Public Information staff developed several
project- specific ways to reach the public and solicit comments. These outreach efforts
included a dedicated webpage, a detailed on -line survey, a project phone -in number and a
unique e-mail address. Additionally, a project information sign was installed in the sidewalk
near Dahlia Avenue with contact information for comments. A copy of the survey form used
is attached. The survey results for the key questions and a summary of the comments follow:
Survey Results. A total of 52 surveys were received. Of those, 41 surveys were for drivers
on Coast Highway and 11 surveys were for MacArthur Boulevard drivers.

E- Mails. In addition to the above survey input, the Public Works Department and Public
Information staff received thirty (30) individual a -mails from the public. The following are a
summary of the different comments from residents that fall into seven specific comments
which were similar from one e-mail to the next.
1. The back -up caused by the new lane drop has made it difficult to exit from Acacia Avenue
and Begonia Avenue to Coast Highway. Cars cannot get to the two left turn lanes on
Coast Highway to turn left to northbound MacArthur Blvd. (7 responses)
2. Traffic at the Avocado intersection is "gridlocked" through the intersection by the back-
up of cars from MacArthur Boulevard. (8 responses)
3. Turning left from MacArthur Boulevard to eastbound Coast Highway takes much longer
than it used to. (9 responses)
4. Traffic feels much more civilized since people have to merge well before the MacArthur
Boulevard intersection. (1 response)
5. The elimination of the parking on Coast Highway is shifting more parking into the
neighborhood. (5 responses)
6. The changes have caused some residents to shift to using Avocado Avenue.
(2 responses)
7. It is an improvement as it puts the merge lanes out of the Coast Highway at the
MacArthur Boulevard intersection. (2 responses).

Temporary Removal of Street Parking
As part of the trial lane merge relocation project, a total of eight (8) parking spaces were
removed along the south side of East Coast Highway to determine if there would be any
actual observed parking issues. As this is a small number in the overall available parking in
the area, staff did not observe any real issues. Staff did receive five (5) emails stating that
the elimination of the parking on Coast Highway was shifting more parking into the
neighborhood.
With regard to the eight (8) existing parking spaces on the south side of East Coast Highway
that run through the MacArthur Boulevard intersection, staff recommends that these eight (8)
spaces ultimately not be replaced. Parking is not typically permitted within intersections for
safety reasons. It is recommended that staff look into relocating six (6) of the eight (8)
parking spaces onto Carnation Avenue, and that Carnation Avenue become a southbound
one -way street from Coast Highway to Fourth Avenue to accommodate this addition of on-
street parking. A location for the remaining two (2) parking spaces would still need to be
determined.
Other
Several other items should be discussed and taken into consideration as part of the review
and discussion. The first is that a previous short lane drop trial took place several years ago
which included the temporary installation of traffic cones with flashing arrow boards and
advance signing. For various reasons, the previous trial is not directly comparable to the
current lane drop trial. The previous installation was similar to typical traffic control set -up
such as one would expect when there is road construction work. The limits of the previous
trial did not match the limits of the current lane drop trial. The previous lane closure began at
Acacia Avenue and ended at MacArthur Boulevard. The intersection of MacArthur Boulevard
and Coast Highway remained fully open with no lost parking, and there was no change or
modification to the roadway condition on Coast Highway south of MacArthur Boulevard. For
that reason, the left turn movements from MacArthur Boulevard to Eastbound Coast Highway
were not impacted with the previous trial. Similarly, the right turn movements to Carnation
Avenue with the previous trial were not impacted. The previous trial closure did not show any
traffic flow impacts for southbound Coast Highway, however the previous trial was also not
set up during the summer months.
Another factor that comes into play when possibly reducing vehicular capacity on arterial
highways such as these is our cooperative agreement with the Orange County Transportation
Authority for participation and receipt of Measure M funding. In January of this year, staff
provided the Orange County Transportation Authority (OCTA) with a copy of the conceptual
entryway project plan and asked OCTA to provide their opinion regarding whether the project
would need an amendment to the Master Plan of Arterial Highways (MPAH). OCTA staff
expressed concern regarding any long -term reduction in capacity through this critical arterial.
The City has been advised that if we were to pursue the current conceptual plan as
proposed, we would need to process an amendment to the MPAH. This would most likely not
be the case should the City Council pursue a modified concept plan that removed just the
existing on- street parking area in order accommodate additional parkway landscaping.

Conclusions
Based on field and CCTV observations by City Traffic staff, it is clear that the trial lane drop
along eastbound Coast Highway between Avocado Avenue and Dahlia Avenue negatively
impacts traffic flow during the summer months. The traffic counts and capacity calculations,
as well as resident comments support this analysis and conclusion as well. During non -
summer months, field and CCTV observations show that the weekday peak hour traffic flow
is less impacted than the summer. On southbound MacArthur Boulevard, the primary impact
is to those residents that turn right onto Carnation Avenue following the southbound left turn.
The results from the limited amounts of resident survey information are also consistent with
staff observations.
Staff recommends removal of the trial lane drop, and a return of the roadway to its original
configuration. Staff would next recommend that City Council provide direction on either
recommended action 2a, 2b or 2c as identified above.
Lastly staff recommends the City should ultimately relocate the eight (8) parking spaces on
the south side of East Coast Highway between Begonia Avenue and Carnation Avenue
(running through the intersection MacArthur Blvd. intersection) to improve the overall traffic
flow and safety of the intersection.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find the requirement for environmental review under the
California Environmental Quality Act ( "CEQA ") is satisfied by the discussion on and action
recommended earlier in this staff report.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the
meeting at which the City Council considers the item). Additionally, notices of this report
have been forwarded to the CdM BID, CdM Residents Association and other concemed
parties.

If you take out the neutral votes and the no opinion person , 31 were not happy. 18 were
happy. 13 people (who probably live on Carnation- sorry, just saying!) do not sound like a
statistically significant sampling to even have an influence the decision here.
Who does not see safety as the issue here ??

Study Session
<! - -[if !supportLists] - - >• <!-- [endif]-- >There is no study session this Tuesday, instead, there
is a Special Meeting (same time, same place, different name) on Commercial Marina
Rental Rates.
Special Meeting — 4:00 p.m.
<! - -[if !supportLists] - - >• <!-- [endif] - -> Commercial Marina Rental Rates. This issue has
been on a long journey. I'm not sure if Tuesday's meeting will be the end, or close to the
end, but many hope so. Me included. To make it very clear, this special meeting would
allow the Council to act to set rental rates for a very specific type of use in Newport
Harbor over City- administered Tidelands — Commercial Marinas. This is not a meeting to
set rents for shipyards, residential docks, rental boat locations, charter boat locations, or
anything but Commercial Marinas.
I've written about the issue before, so allow me instead to show a chart —where we
started, where the Committee (made up of three Council members) is now:

I don't think anyone's happy having to adjust commercial marina rents. Many have
written saying "it's not the right time" economically. In large part that's why the
Committee has proposed a relatively slow 6 -year phase -in (to 2018). Others have
questioned the need for any increase at all. Respectfully, the City is supposed to charge
fair market value (FMV) for our tidelands - it's the law. In my opinion; folks can and
should debate what fair market value is, but not whether we should be charging it. Two
appraisals have been done, and other appraisals are out there. I know that the entire
Council is aware of the issues at hand, having had multiple discussions about the subject,
but Tuesday afternoon is another chance for the public to weigh in in person or in
writing.
I'll close with another important point. Rents for other uses in the harbor are likely to be
lower. The appraisals will tell us that — rents for uses like rental boats, restaurant guest
slips, shipyards, yacht clubs, gas docks and other uses that are not commercial marinas
should be significantly lower per SF. In most cases, there still would be an increase from
the current rate of $0.36 /SF, so a phase -in there as those uses in the harbor are brought
to FMV makes good economic sense, too.
Evening Regular Meeting (starts at 7:00 p.m.)
The evening meeting has a few items that may be of interest to folks (or maybe just to me,
so bear with me):
<! - -[if !supportLists] - - >o <!-- [endif]-- >Irvine Terrace Park and CERT Supplies. A quick
sidebar — did you know that the Newport Beach Community Emergency Response Team
(CERT) — aka the 1,000 - person strong Green Army — received national recognition earlier
this week when FEMA riamed it the top community response group in the nation for
2011? Pretty cool. This agenda item allows emergency response equipment to be
stored in Irvine Terrace park, in a fairly discreet location. It's not a good idea to fill up
our parks with little storage buildings, but in some cases the protection offered by having
emergency gear close to a community (and close to its CERT members) can make sense.
The Parks, Beaches, and Recreation Commission agreed with this recommendation.
<! - -[if !supportLists] - - >o <!-- [endif]-- >Streetlight Upgrades. I would not mention this
except to say that we continue to upgrade our streetlights to LED lights. If you look up,
you'll notice. It saves a lot of electricity and the lights last longer — but LED has a slightly
different look than the other lights they replaced (halogen sulfide, I think). You'll see this
recent work in the Anniversary Tract /University Drive (near the YMCA), and Irvine
Avenue.
<! - -[if !supportLists] - ->o <!-- [endif]-- >Landscape Maintenance Contracts. Folks probably
know that the City no longer does a lot of landscape maintenance work using City staff.
We do have some landscape workers, but new parks and almost all medians, parkways,
and slopes have been maintained under contract with private landscaping firms for some
time now. It was time to update this contract, so we issued a Request for Proposals
(RFP) and got some good bids back in. This is one area where the City's Charter allows
the City to exempt itself from California's prevailing wage laws. As a result, we are again
able to secure some taxpayer savings for the contracted service. This contract will cost
about $1,000,000 /year.
<i - -[if !supportLists] - - >• <l-- [endif] - -> Central Library Maintenance. Believe it or not, the
Central Library is approaching 20 years old (hopefully it won't threaten to move back in
with the folks!). One of the things discovered as the Civic Center project was underway —
remember that the Civic Center project includes an expansion to the north side of the
Library - was an answer to why that part of the Central Library had water intrusion
problems. A large portion of the clerestory wall on the north side was not installed
properly nor waterproofed properly in 1993 -94, and major portions of the wall need to
be fully replaced. We will have the current Civic Center contractor fix the problem — an
expensive one at about $700K.
<! - -[if !supportLists] - - >o <!-- [endif]-- >Corona del Mar PCH Merge Lane. If there's one
thing that's gotten some attention in CdM this summer, it's the trial merge lane test. So
picture yourself driving (or cycling) southbound on East Coast Highway towards Newport
Coast. Thankfully, you no longer have to dodge diapers — but you do have to notice a
change in the road. As everyone who travels through there knows, we moved the "pinch
point" where three lanes go down to two by pulling that pinch closer to Avocado. The
reason to do this was to see if a permanent change there could allow some additional
landscaping and storefront dining along PCH where MacArthur intersects. We wanted to
try it during summer so we'd see "the worst of the worst ". We asked folks what they
thought about this as we did it, and people weren't shy about sharing their thoughts.
Some liked it, but more seemed to not like it. At this meeting, we'll declare the trial
period over and ask the City Council whether they'd like to eventually make the change
permanent or consider something else (including going back to the way it was).
Regardless of the Council's decision, we will have to bring it back to the way it was for a
period of time because of regulatory approvals, funding issues, and more.

p.m. Monday night, October 22nd. He's the main architect for the Civic Center project
and an interesting guy to listen to. We've been working with his firm for nearly four
years now, from the design competition all the way to today as the Civic Center project
nears completion. It's the same night as Bears v. Lions and the same night as the last
Presidential Debate — time to use your DVR for some things. Peter Bohlin's lecture will
be taped, so if you can't bear to be away from politics or Monday Night Football, you can
catch it later on your computer.
<! - -[if !supportLists] - - >o <!-- [endif]- - >More Civic Center Stuff. A couple of things of
interest happened last week —the crews came by and removed a lot of the high -value
landscaping around the "old" City Hall to take it to the Civic Center. Many of the palms
here at 3300 Newport Boulevard were quite valuable, and are part of the landscaping
palette for a portion of the Civic Center's park. So they were among the first to move
over. I've also gotten a few questions about "what's that tall cement thing near San
Miguel ?" On each side of San Miguel are the footings for the pedestrian bridge —the
southerly side has the required elevator, so it's a bit larger. The bridge should be done
before Thanksgiving. By the way, updates on the Civic Center project are on our web

I do not think this Merge Lane is a good idea. Since we live in one of the most desirable cities in Orange County it is not
necessary to foul things up by having an unnecessary beautifying entrance from Macarthur. It takes up valuable parking
places and I rarely see too many people walking on the side -walk there, so widening the sidewalk would be a waste of
convenience and money.

The idea that Corona del Mar should lose parking spaces in this particular spot (or any place,as parking or lack of,is always an
issue for those of us who actually live in Corona del Mar) is counter intuitive. This location just before traffic exits onto Mac
Arthur Boulevard is usually quite crowded. Making the highway narrower,at this location is just not practical. Anyone who is on
this part of coast highway during rush hour or during the weekends is always stuck in traffic. Traffic is backed up at all times of
day. Entering Coast Highway from Mac Arthur Boulevard also causes traffic congestion at this juncture of Coast Highway. This is
a situation I see each and every day. Please do not go through with any plan that would narrow Coast Highway between
Avocado Avenue and Mac Arthur Boulevard and eliminate any of the precious few parking spaces we have in Corona del Mar.

I prefer the former alignment. On a daily basis it seems like there is more traffic congestion. Maybe there is just so much traffic
that the back up going south is frequently backed up to Avacado. Sometimes it is difficult to turn right at stop light because of

• Daily traffic volumes are slightly lower in the Summer
months than in May.
• During peak Summer periods, traffic regularly backed -up
beyond Avocado Avenue.
• Increases in traffic queue on southbound MacArthur
Boulevard during observed peak hours.
• Observed increases in congestion are associated with
change in merge location.
Parking
® During Trial, eight parking spaces were removed.
• Overall, staff did not observe parking issues.
• For safety reasons, staff recommends these eight
spaces ultimately be relocated out of intersection.
• Possible space relocation solution
o Designate Carnation Avenue as one -way southbound
between Coast Highway and Fourth Avenue.
o A total of six parking spaces could be moved to
