TITLE: Adopt Resolution to Prohibit Skateboarding on Grand Canal
Walkways
ABSTRACT:
To address resident concerns of public safety, Staff recommends prohibiting
skateboarding on the Grand Canal walkways on Balboa and Little Balboa Islands.
RECOMMENDATIONS:
1. Rescind Resolution 2002 -13.
2. Adopt Resolution 2012 - 15 Prohibiting Skateboarding on Certain Streets,
Sidewalks, Parks, and Public Areas.
FUNDING REQUIREMENTS:
If the Resolution is approved, signs prohibiting skateboarding will be erected along the
Grand Canal walkways. Cost for installation of the signs is estimated at $1,300.00 and
will be funded with current Maintenance and Operations budget.
DISCUSSION:
Staff has received requests to prohibit skateboarding on the Grand Canal walkways on
Balboa Island and Little Balboa Island to address concerns of safety for pedestrians.
Currently, skateboarding is prohibited along the Bayfront walkways around the Balboa
and Little Balboa Islands. Approval of the proposed Resolution will add Grand Canal to
the current list of locations where skateboarding is prohibited as required by Municipal
Code Section 12.57.020.

Upon Council approval of this Resolution, appropriate signs will be posted along the
Grand Canal walkways to establish the skateboarding restrictions.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

RESOLUTION NO. 2012-
A RESOLUTION OF CITY COUNCIL OF THE CITY OF NEWPORT
BEACH PROHIBITING SKATEBOARDING ON CERTAIN STREETS
AND SIDEWALKS AND RESCINDING RESOLUTION NO. 2002 -13
WHEREAS, Section 12.57.020 of the Newport Beach Municipal Code provides
that the City Council may prohibit skateboarding by resolution on certain public streets,
sidewalks, parking lots, and other public property located in the City when it has been
determined necessary to protect the health, safety and welfare of pedestrians, motorists
or persons operating skateboards; and
WHEREAS, the City Council has determined that there is a need for prohibiting
skateboards on certain streets, sidewalks, public areas, and parks contained in this
Resolution to protect the health, safety and welfare of pedestrians, motorists, or persons
operating skateboards;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach, that the following streets, sidewalks, public areas, and parks are
hereby designated as locations where skateboarding is prohibited:
STREETS, SIDEWALKS, AND PUBLIC AREAS:
East Balboa Boulevard between Main Street and "G" Street
Main Street
Washington Street between Ocean Front and Edgewater Place
Palm Street between Ocean Front and Edgewater Place
Edgewater Place between Coronado Street and "A" Street
Bay Avenue between Main Street and Palm Street
Ocean Front between Adams Street and "A" Street
Marine Avenue between North Bayfront and 90 feet south of centerline
of Park Avenue
City Hall property located at 3300 Newport Boulevard
McFadden Place between Balboa Boulevard and the Pacific Ocean
Ocean Front
21st Place
The Ocean Front Parking Lot
15th Street and area adjacent to 15th Street public restroom

BE IT FURTHER RESOLVED that the City Traffic Engineer shall authorize
installation of all necessary signs to indicate said restricted parking areas.
BE IT FURTHER RESOLVED that Resolution No. 2002 -13 be and hereby is
rescinded.
