Here is the Insider's Guide for the Newport Beach City Council meeting of Tuesday,October 13,2015.
The City Council meeting is held on the 2 n and 4th Tuesdays of most months. The Study Session starts at 4:00 p.m. and
the Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center Drive. There
is plenty of parking, and you are always welcome to attend. But you can also watch on TV(Channels 3/31) or on your
computer.

Here's what's on the afternoon Study Session's agenda:
• A lot of folks are following two major issues involving John Wayne Airport(JWA). The one we'll talk about on
Tuesday involves a nationwide effort to improve airspace efficiency, called NextGen. NextGen could narrow
departure paths from JWA generally along one corridor. NextGen's implementation date for JWA is November 2016
and March 2017. Not today. Not tomorrow. The other issue—a totally separate thing I'll call "MAGVAR"—is where
there appears to be a westward drift in some flights today, now. The County is working with the FAA to try to
correct the apparent drift. If you're interested in the NextGen issue—the one that would apply to flights in 2016
and 2017(not MAGVAR)—please consider coming to the meeting or watching at home. This item is set for about
4:10 p.m., and I'll be giving a presentation about what limited things we know about what the FAA is planning and
what our options are. Those inclined to shoot the messenger here will see me with a flak jacket.
• Two items after that are a bit more mundane, but still interesting. We'll update folks on our preparations for EI
Nino, and give advice on what you can do (a fast freestyle?—kidding. I hope). And we'll follow up on a Finance
Committee item that has to do with how and when we replace vehicles (OK,so that won't be interesting to 99%of
us).
Here's what's on the evening session at 7:00 p.m:
• The major item of the evening is a continuance from the last meeting, as all Council members were not present at
the last one. It's the proposed issuance of a Conditional Use Permit(CUP)to Woody's Wharf(2318 Newport
Boulevard). Those who have been following this project should review the staff report. The link to it is

• We'll also talk about options for deferring the costs of utility undergrounding. There are ways that other
communities help residents defer an assessment if that assessment is too onerous.
• Undergrounding districts on the Peninsula and West Newport are up for"petition certification,"which is one step
in the long process leading later to a vote and possibly to construction. These are assessment districts#111
(boundaries =23'"Street,W Ocean Front,30th Street,and Balboa) and#116b (boundaries=45th Street/Channel
Road, Channel Place Park, River Avenue/471h Street,and Neptune). FYI, if you want to learn more about how these

Some notes:
• We were so happy to see the Lido House Hotel approved by the Coastal Commission this week. Congrats to the RD
Olson team, to the many residents and community groups who supported the project, and to our own staff for the
hard effort that went into keeping the project going. You'll soon see demolition of the old city hall site—possibly the
1"Quarter of 2016—if all goes according to plan.
• Art in the Park is tomorrow (Saturday, October 10'h) here at the Civic Center. 10:00 a.m. to 4:00 p.m.
• A date to save—the grand opening of the new Marina Park facility on the Peninsula is Saturday, December 5, 2015.
• Drought. Even as the weather refuses to cool down and we may be drenched with good EI Nino rain in a few
months (hopefully), we still need to do better with our 28% reduction in water use (measured from the current
month back to the same month in 2013). The State isn't letting anyone off the hook, and we haven't met the 28%
mandate except for July. When it rained. Please continue to help out, and or please pass along your suggestions as

• Gosh, try to stay cool this weekend. But maybe in the ocean instead of with a cold shower or a run through the
sprinkler.
