TITLE: City Hall and Limited Off-Site Holiday Closure (Beginning at Noon,
December 24, 2015 through January 1, 2016)
ABSTRACT:
In recent years, the City Council has approved a holiday closure for City Hall and other
off-site facilities between Christmas Eve and the New Year's Day holiday. The City
Council may consider such action for 2015.
RECOMMENDATION:
Approve closing City Hall and providing limited services at off-site facilities beginning
Monday, December 28, through Thursday, December 31, 2016. The proposed closure
does not apply to public safety and services or emergency on-call functions.
FUNDING REQUIREMENTS:
There is no funding requirement related to this item. The reduction of hours of operation
over the entire holiday period has savings relating to utility cost reductions, fuel use, and
will lower the City's liability for employee leave time. No additional holidays are
authorized under this request.
DISCUSSION:
During the week between Christmas and New Year's, the City has recently closed
facilities, and continued to provide police, fire/EMS and lifeguards, facilities
maintenance, and library services (the latter depending upon direction of the Board of
Library Trustees). Previous holiday closures have had minimal impact on the
community while accommodating City staff's travels to be with family, and benefits the
City by providing a reduction of employee leave banks. The closed facilities, especially
high use departments (such as Recreation and Senior Services), have an opportunity to

make impactful maintenance and repair during this time, including carpet and HVAC
replacement, cleaning furniture and inspecting for wear and tear. In the event that
employees are serving in positions requiring them to work during the holiday closure,
(such as building inspectors), appropriate security and accountability measures will be
taken.
Although the City has not yet negotiated successor memorandum of understandings
with the City Employee's Association, Professional and Technical Association,
Employee's League or Part-Time Employees Association, the proposed holiday closure
has been requested by several of their representatives. If approved, most employees
will be utilizing 23.5 to 31.5 hours of leave time to accommodate the closure, depending
on their work schedule. Attached is a list of the proposed hours of operation for each
department (Attachment A).
Communication with the community regarding the holiday closure and available
services will be coordinated by the Public Information Manager and City Clerk's Office
through signage at the impacted facilities, press releases, NBTV, social media and the
City's website.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

operational issues; all other services closed to the public.
Residential and commercial building inspections provided
Community Development on a limited basis and Code Enforcement available "on call"
Department to respond to vital health/safety issues; all other services
closed to the public.
Payroll and year-end processing to remain open on a
Finance limited basis/as required; all other services closed to the
public.
Fire Fire Administration closed; fire command staff and all other
fire services operational.
Human Resources Closed to the public. Limited payroll processing/staff.
Branches and Central Library:

Police All Police Department operations open.
Public Works Public Works inspections provided on a limited basis; all
other services closed to the public.
Recreation & Senior Park Patrol operations to remain open and Oasis Fitness
Services Center to retain limited hours; all offices and facilities
closed to the public.

operational reasons.
