TITLE: Urban Water Management Plan
ABSTRACT:
At the July 28, 2015 City Council meeting, Council members requested the review of the
timing and scope of work associated with any proposed update of the city's urban water
management plan to ensure that water sources such as new opportunities for reclaimed
water are appropriately addressed.
The Urban Water Management Plan is prepared every five years by California urban
water suppliers to support long-term resource planning and ensure adequate water
supplies are available to meet existing and future water demands.
RECOMMENDATION:
Receive and file.
FUNDING REQUIREMENTS:
There are sufficient funds in the Municipal Operations Department budget to cover the
consultant costs of$19,040 to prepare the 2015 Urban Water Management Plan.
DISCUSSION:
Urban Water Management Plans (UWMP) are prepared every five years by California
urban water suppliers to support long-term resource planning and ensure adequate
water supplies are available to meet existing and future water demands.
Every urban water supplier that either provides over 3,000 acre-feet of water annually or
serves more than 3,000 connections is required to assess the reliability of its water
sources over a 20-year planning horizon, considering normal, dry, and multiple dry

years. The Department of Water Resources (DWR) reviews the submitted plans to
assure compliance requirements as identified in the Urban Water Management
Planning Act (Division 6 Part 2. 6 of the Water Code § 10610 - 10656).
The UWMP identifies water supplies for existing and future demands, quantifies water
demands during normal year, single-dry year and multiple-dry years, and identifies
supply reliability under the three hydrologic conditions. The UWMP is updated every
five years. The 2015 UWMP is required to be updated and submitted to the DWR by
July 1, 2016.
The City of Newport Beach along with 17 other local agencies is in a cooperative
agreement with the Municipal Water District of Orange County (MWDOC) to
update/develop UWMPs for individual agencies. Due to the similarity of regional
information required for the plan along with shared requirements mandated from each
water source entity, this joint effort minimizes consultant costs through economies of
scale. The resulting UWMPs are tailored to the individual agencies and meet all
elements required by the California Water Code. A look at the consultant's project plan
for 2015 UWMPs is available as Attachment A.
The 2015 UWMP will review recycled water efforts within the City. The updated UWMP
will include a comprehensive description of the existing wastewater collection and
treatment systems, the current use of recycled water supplies, and the potential
expansion of these supplies for future use. The use of recycled water within the service
area will be projected for 5, 10, 15, and 25 years. In addition, the UWMP will describe
options for optimizing the use of recycled water and discuss the potential for indirect
potable reuse.
In addition to reviewing and adjusting for the long drought, other updates to be included
are:
• Requirements associated with the implementation of the Governor's 20% by
2020 Plan to reduce statewide per capita urban water use, emphasis on 2015
interim "Gallons Per Capita per Day" (GPCD) target.
• Integration of Metropolitan Water District of Southern California and MWDOC
shortage allocation plans.
• Integration of the 2013 MWDOC Water Use Efficiency Master Plan, 2015 Orange
County Water Reliability Study, 2015 Metropolitan Integrated Resources Plan,
and 2015 Metropolitan UWMP.
• Water loss reporting per American Water Works Association methodology.
• Energy intensity of supplies and climate change impacts.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

1. Introduction
Specified water agencies must update their UWMP every five years, consistent with the
requirements of the 1983 Urban Water Management Planning Act(Act). These updates detail each
agency's efforts to ensure water supply reliability under a range of hydrologic conditions as well as
comply with any new regulatory requirements under the Act.The ultimate goal of this project is to
prepare the 2015 Urban Water Management Plan (UWMP)for the City of Newport Beach (City).
Client Objectives
The 2015 UWMP will accomplish the following objectives:
• Evaluate the supplies necessary to meet demands over a 25-year period in single-year and
multi-year droughts as well as average conditions.
• Document the stages of actions the agency would undertake to address up to 50% reduction in
its water supplies.
• Describe the actions to be undertaken in the event of an interruption in water supplies.
Evaluate the water use efficiency measures to satisfy the requirements of California SBx7-7.
2. Scope of Work Summary
The preparation of the 2015 UWMP will be accomplished in three major phases: (1) Project Kick-off,
Agency Coordination Plan Establishment, Data Collection, and Project Work Plan (PW P)
Development, (2) Preparation of Draft 2015 UWMP, and (3) Preparation of Final 2015 UWMP.
Phase 1: Project Kick-off,Agency Coordination Plan Establishment, Data Collection,and Work Plan
Development
The objective of Phase 1 is to establish the process by which the project will be completed within
MWDOC's established timeframes and to develop an overall work plan for the effort.
Project Kick-off Meeting with MWDOC
Arcadis will conduct a kick-off meeting with MWDOC project staff to discuss the project approach,
identify contact person(s)and communication protocol, and confirm data requirements and the data
collection process.

Preliminary Data Review
Preliminary data sources will be collected and evaluated. Collection and review of preliminary
project data will commence immediately upon notice to proceed.The preliminary data sources
include the following and will be used to help develop the PWP: 2010 UWMPs,Water Master Plans,
Integrated Resources Plans, Water Reliability Plans, Groundwater Management Plans, Regional
Water Use Efficiency Programs, and other pertinent existing documents.
Development of the Project Work Plan
Following the kick-off meeting and preliminary data review, Arcadis will prepare a detailed work plan
describing the UWMP structure, UWMP preparation timeline, and data requirements.
Kickoff Workshop with Participating Agencies
A workshop will be held with all Participating Agencies in order to provide relevant background
information regarding SBx7-7 requirements and Metropolitan reliability.
Agency Coordination
Good coordination among Arcadis, MWDOC, Participating Agencies, and other entities is crucial to
the success of the UWMPs development. At the kickoff meeting, Arcadis will confirm MWDOC and
each Participating Agency's contact person(s) and establish communication protocols. Arcadis will
identify the types of coordination among Participating Agencies and other entities required for the
UWMP preparation. Coordination occurs at many levels including data/information exchange and
review, participation in the plan development, comment on the plan, and contact for assistance.
Arcadis will develop a list of agencies with which each of the Participating Agencies is required to
coordinate during the plan preparation process.The list will include the point person(s)for each
agency,their role in the project, and their contact information. The coordination of the plan
preparation will be described in the UWMP and the types of coordination required will also be
documented.
Phase 2: Preparation of Draft 2015 UWMP
The objective of Phase 2 is to prepare the first and second drafts of each UWMP. Tasks related to
completion of the draft plans will be completed concurrently for optimal efficiency.

Service Area Information
Arcadis will prepare a discussion of the various demographic factors that may affect water use for
each Participating Agency, including current and projected population (2015-2040), climate
characteristics, population density, housing density,future commercial and industrial development,
and projected income levels. This information will be obtained from the NOAA and CIMIS website,
the Southern California Association of Governments' (SCAG)2012-2035 Regional Transportation
Plan (RTP), California State University, Fullerton's Center for Demographic Research, land use
plans, Metropolitan,available census data, and other sources as desired by the Participating
Agencies.
Water Resource Reliability
In conjunction with MW DOC, Arcadis will assess the reliability of the Participating Agencies'water
service to its customers during normal, dry, and multiple dry water years. Arcadis will review initial
results at individual meetings with each Participating Agency.To analyze each Participating
Agency's water resource reliability, Arcadis will take the following steps: (1)identify water supplies,
(2)document wholesale water supplies, (3)document groundwater supplies, (4)evaluate reliability
of supplies, (5)discuss transfer and exchange opportunities, (6)describe past, current, and
projected water demands, (7)describe planned water supply projects and programs, and (8)
discuss desalinated water opportunities.
Water Service Reliability
Arcadis will assess the reliability of each Participating Agency's water service to meet its customers'
demand during normal, dry, and multiple-dry water years. Each required scenario over the next 25
years in 5-year increments will be compared. Arcadis will review the Metropolitan reliability
projections, which are expected to be available in September 2015, to ensure consistency between
Metropolitan, MWDOC, and Participating Agency methodology.Arcadis will prepare a list of parties
to whom this water service reliability assessment should be provided and will work with the
Participating Agencies to ensure that this information is distributed within 60 days of UWMP
submission to DW R.
Demand Management Measures
Arcadis understands that the degree of information currently available on activities towards the
DMMs may vary significantly between those agencies that have previously submitted California
Urban Water Conservation Council (CUWCC)Best Management Practices (BMPs) Reports and
those that are not members of the CUWCC or have recently joined. While the project budget

assumes agencies will use their BMP report to provide DMM information,Arcadis is well prepared to
provide additional assistance as needed to agencies that will require additional support in
documenting and evaluating DMMs for non-CUWCC reporting agencies.
Compliance with SBx7-7 Sustainable Water Use and Demand in Reduction
MWDOC will be working with its retail agencies to evaluate each agency's compliance in achieving
the 20% per capita reduction targets by 2020 as set forth in SBx7-7.Arcadis will include summaries
of compliance issues and recommendations provided by MWDOC into the UWMP. For Participating
Agencies outside of the MWDOC service area, Arcadis is prepared to provide additional assistance
in developing 2020 water use reduction targets.
Water Shortage Contingency Plan
Arcadis will document each Participating Agency's Water Shortage Contingency Plan in its UWMP.
If a Participating Agency does not have an adopted and current Water Shortage Contingency Plan,
Arcadis can assist the agency in developing one. Arcadis will take the following steps to document
each Participating Agency's Water Shortage Contingency Plan in its UWMP: (1) Identify stages of
action, (2)describe minimum supply for next three years, (3)refine catastrophic supply interruption
plan, (4)describe prohibitions, penalties and consumption reduction method, (5)analyze revenue
impact of reduction sales during shortages, (6)include draft ordinance, and (7) describe reduction
monitoring procedure.
Current and Proposed Use of Recycled Water
Arcadis will include a comprehensive description of the existing wastewater collection and treatment
systems,the current use of recycled water supplies, and the potential expansion of these supplies
for future use.The use of recycled water within the service area will be projected for 5, 10, 15, and
25 years. In addition, Arcadis will describe options for optimizing the use of recycled water and
discuss the potential for indirect potable reuse (IPR).
Water Quality Impacts on Reliability
Arcadis will quantify and describe the changes in each water supply due to water quality issues from
2015 to 2040 in five year increments.

Prepare a Draft 2015 UWMP Update Report
Arcadis will complete each Draft 2015 UWMP Update Report, incorporating the results of the above
tasks, and will complete the associated DWR UWMP Preparation Checklist along with any new
requirements in the 2015 UWMP Guidebook.The draft MWDOC UWMP will be completed first, and
a Group Coordination Meeting will be held to receive comments from MWDOC and its client
agencies. Draft UWMPs for Participating Agencies will be completed after comments received at the
Group Coordination Meeting have been incorporated into the MWDOC Draft UWMP. Five copies of
each draft 2015 UWMP will be provided to each Participating Agency for review and document.
Arcadis will meet with each agency individually to review its Draft UWMP and receive comments.
Participating Agency comments will be incorporated into Draft UWMP within 7 working days of the
review meeting.
Final Draft 2015 UWMP Update Report, Deliver Presentation to the Governing body, and Public Hearing
Once MWDOC and the Participating Agencies have reviewed their Draft UWMPs and have
provided comments,Arcadis will ensure that comments are addressed and necessary revisions are
made to the Draft 2015 UWMP Update.Arcadis review the 2015 UWMP Guidebook, which is
expected to be released in July 2015, and will incorporate any changes to the UWMPs mandated by
the Guidebook. The revised Draft will become the Final Draft 2015 UWMP Update for the
Participating Agency adoption in accordance with the requirements of the UWMP Act.Arcadis will
assist the Participating Agencies in the adoption of the 2015 UWMP Update. Arcadis will attend the
public hearing if desired by the Participating Agency.
Phase 3: Preparation of Final 2015 UWMP
The objective of Phase 3 is to develop a final UWMP.
Final 2015 UWMP
Comments from each Participating Agency's public hearing will be incorporated into its Final Plan.
Arcadis will polish the final draft UWMP into the final document to be submitted to DWR.The
Participating Agency will be responsible for submitting the 2015 Update to DWR, cities, county of
the Participating Agency's service area. Once the plan is submitted, DWR will review the plan and
determine whether it is "complete" i.e. is in compliance with the Act. Arcadis will be responsible for
any follow-up work required in the event that DWR does not find the UWMPs to be acceptable or in
the event DWR requires changes in the UWMPs for up to 12 months after completion of the
UW MPs.

Contingency Items
Below is a description of contingency items that were requested by the City of Brea:
1. Additional coordination costs due to limited staff&complicated arrangements(Time
&Materials up to $3,310)
a. in the event there are any critical delays in the process due to limited agency staff
that requires Arcadis to help "speed up"the process and complete the plan on time;
and/or
b. provide any requests above what is in the scope of work
2. Additional time to process changes from MET or other sources that affect data
(Lump Sum$1,200)
a. this occurs if MET has critical changes in its regional UMWP, such as supply and
demand data, SWP reliability assumptions, etc. that are significant enough that
causes Arcadis to rewrite sections of an agency's UMWP; or if it causes changes
that ripple through all of the numbers
b. this item will apply to all participating agencies, if needed
3. Water Loss Reporting per AWWA methods (Lump Sum $2,260)
a. if an agency does not participate in MW DOC's water loss reporting control program
and seeks assistance from Arcadis to conduct a water loss audit using AWWA
water audit software for submittal as part of the UWMP. (Note: MWDOC's program
is a more involved training program, whereas this item will seek to meet the UWMP
requirement); and/or
b. MW DOC water loss reporting control program data is not available in time for 2015
Draft UWMP review period
4. Water Demands(Time and Materials up to $5,440)
a. if an agency chooses to seek Arcadis'assistance in assessing an agency's
demand projections and/or methodology, especially given the recent level of
demand reduction; and/or
b. if there is a need to review an agency's long-term resource planning responsibilities
to ensure adequate water supplies are available to meet existing and future
demands
5. DWR Online Submittal Tool (Lump Sum $1,050)
a. Where Arcadis would assist an agency's electronic submittal of plan to DWR;
and/or
b. manually input data into online database per standardized tables

*Time&Material items listed above are to be discussed with the agency to assess the amount of
work and dollar amount not to exceed the listed amount.
**Please note that it is important that when a contingency item is called upon, that MWDOC
received a written request(an email)from either the agency or Arcadis notifying MWDOC staff
(Harvey De La Torre or Karl Seckel)that the participating agency and consultant have agreed to
move forward on a contingency item. The only item that MWDOC does not need a written
notification is for item #3—Additional work for those not a CUWCC reporting agency, because it is
automatic for those non-CUWCC agencies.
3. Deliverables
Arcadis will provide the following key deliverables for each phase of the project.
• Phase 1 Deliverables
o Draft PWP
o Final PWP
o Data Request Spreadsheet
o Project Coordination Contact
• Phase 2 Deliverables
o Draft 2015 UWMP: Five hard copies and an electronic copy of the Draft 2015 UWMP
update will be provided for review and comment.
o Final Draft 2015 UWMP:Ten hard copies and an electronic copy of the Final Draft 2015
UWMP Update will be submitted.
• Phase 3 Deliverables
o Final 2015 UWMP:Arcadis will provide the final 2015 UWMP in the quantity and format
requested.
4. Communication Plan
Project communications will be coordinated between the City project manager and the Arcadis
project manager. The Arcadis task leader will act as a 'single-point-of-contact to the City ensuring
all requests and responses are suitably coordinated and documented. As needed, supplemental
correspondence will occur between selective members of both the City and Arcadis team members.
A project team directory is included to provide contact information for all participants directly
involved in the project(Table 4-1).
