HomeMy WebLinkAbout8/9/2012 - City Arts Commission - 01 Draft Minutes City of Newport Beach Newport Beach City Arts Commission Thursday, July 12, 2012 – 5:00pm Central Library Conference Room Convened at 5:00pm 1) Call Meeting to Order: Commission Smith called the meeting to order and noted that a seventh Arts Commissioner would be appointed to fill Robyn Grant’s seat by the next meeting. 2) Roll Call: Commissioners Present: Robert Smith; Gil Lasky; Christopher Trela; Carole Boller, Arlene Greer, Rita Goldberg. Commissioners Absent: Robyn Grant Staff Present: Mayor Nancy Gardner; Library Director Cynthia Cowell; Cultural Arts Coordinator Jana Barbier Public Present: Carmen Smith 3) Public Comments: Carmen Smith updated the Arts Commission on the Art in the Park event hosted by the Newport Beach Arts Foundation including the number of artists (76), and food vendors (1). Mrs. Smith noted that the event was a success due to Lila Crespin and a set of pastels that were sold through her connection with the artist. Mrs. Smith noted that $8,840 was made on the event. Commissioner Goldberg asked what the Arts Foundation currently had in their account and Mrs. Smith thought it was between $15,000 and $20,000. Mrs. Smith reported that the event had been filmed by NBTV. She noted that on July 27 the Foundation was having a party to celebrate and invited the commissioners and staff. 4) Approval of Minutes: It was MSP (Greer/Trela) to approve the May 10, 2012 Minutes with the following changes: 1. Under 5.C Monthly Reports, #2 Fine Arts Committee delete “and noted that several images, including “The Pavilion”, by Phil Dike, “Afternoon Splendor” in Newport Harbor and paintings by well-known artists such as George James, Rex Brandt and Roger Koontz could be available.” 2. Under 5.C Monthly Reports, #5 Arts Foundation Liaison Committee add that Commissioner Greer also included “76 booths, watercolors, etc.” in the report on the Arts Foundation’s Art in the Park event. 5) Current Business: A. Consent Calendar 1. Cultural Arts Activities – Staff provided updated report 2. Correspondence and Press – none C. Monthly Reports – 2 1. Art in Public Spaces/Historical Preservation Committee – Commissioner Smith updated the commission on the “Horizons ‘76” sculpture that could be relocated to the new Civic Center site. Staff had asked Public Works Director Steve Badum about locations and he was requesting several outdoor site recommendations for the piece from the Civic Center architects. When that information is available, the Arts Commission can weigh in on which locale is most appropriate. Commissioner Smith made an informal inquiry of the Arts Foundation about their interest in funding the relocation of the “Horizons” sculpture to the new Civic Center. The Foundation has taken no action on this. Commissioner Smith noted that there was no further word back from the director of OCMA regarding the DeutschBank piece At this time Commissioner Smith was reminded that “Election of Officers, 2012-2013” was passed over on the agenda. Commissioner Smith decided to go forward with the elections and return to the agenda item, “Monthly Reports” when completed. B. Items for Review and Possible Action – 1. Election of Officers, 2012-2013 (Chair, Vice Chair and Secretary) Commissioner Smith discussed that Arts Commissioners would have the opportunity to sign up for specific subcommittees in the weeks ahead. At this time Commissioner Smith opened the floor for the Election of Officers: Chair: Robert Smith was nominated by Rita Goldberg. It was MSP (Goldberg/Boller) to elect Robert Smith as Chairperson for the Arts Commission for 2012/13. Vote was unanimously in favor. Vice Chair: Rita Goldberg was nominated by Robert Smith. It was MSP (Smith/Lasky) to elect Rita Goldberg as Vice Chairperson for the Arts Commission for 2012/13. Vote was unanimously in favor. Secretary: Arlene Greer was nominated by Gil Lasky. Carole Boller was nominated by Robert Smith. Commissioner Greer declined the nomination. It was MSP (Smith/Greer) to elect Carole Boller as Secretary for the Arts Commission for 2012/13. Vote was unanimously in favor. After elections Commissioner Smith continued with “Monthly Reports” 2. Fine Arts Committee – Commissioner Greer reported that Mark Hilbert was interested in participating in a year-long exhibition of his collection, showing three works every 4 months. The hope is for an eventual exhibition location at the new Civic Center site. Commissioner Boller reported that there was a ‘back log’ of artists requesting exhibitions at Central library and that the exhibition committee would meet to review these requests soon. Commissioner Boller updated the commission on a request she had made to Oasis Senior Center for the use of their event center on April 13, 2013 for the Newport Beach Art Exhibition and Sale next year. It was suggested that this date and location be included on the August 9 agenda for a vote by the full commission. Discussion ensued regarding a contact for access to Mr. Hilbert, and making plans for a year-long exhibition of his collection at Central Library; staff asked if Commissioner Greer would be willing to serve as a contact person for Mr. Hilbert as the actual planning of this show would need to start fairly soon. 3 Commissioner Smith asked about arts commissioners taking a ‘hart hat’ tour of the new Civic Center during later workday hours. Library Director Cowell would find out about this and respond. 3. Performing Arts Committee – Commissioner Goldberg stated that the Commission was midway through the summer events. She noted that when she got on the stage to welcome the crowd to the Shakespeare productions everyone applauded and that she is so happy to bring this program to the City each year. Commissioner Goldberg stated that The Bracken Band would be performing on July 22 and the U.K. Beach on August 5. 4. Museum Tours - Commissioner Goldberg reported that October 2 (first Tuesday in October) had been selected as a tentative date to visit the California Science Center to see ‘Cleopatra – The Exhibition’, and that an IMAX movie would be included. Commissioner Goldberg stated that she feels confident that this tour will be very popular. 5. Arts Foundation Liaison Committee - Commissioner Greer noted that she would forego her report since Carmen Smith had already reported on the Arts Foundation. 6. Publicity Committee – Commissioner Trela stated that he had arrived early at the Shakespeare by the Sea productions to provide good ‘sound bites’ on the performances and the Art Commission. 7. Budget Committee – Commissioner Lasky reported that the good news was that the Arts Commission has a budget, and that not much had changed. He would report back at the next Arts Commission meeting. 8. Cultural Arts Grants Committee – Commissioners Greer noted that she and Commissioner Goldberg had met to review the content of the Cultural Arts Grant applications and instructions and decided that everything was in order, and that there would not be any suggested revisions. Staff confirmed that the CA Grant program would be advertised soon since the application deadline was September 28. 6) City Arts Commission Announcements or Matters Which Members Would Like Placed on a Future Agenda for Discussion, Action or Report (Non-Discussion Item) – Commissioner Greer thanked Mayor Gardner for the good programs on NBTV. Mayor Gardner hoped they could do more and would pass along the compliment. 7) Public Comments on Non-Agenda Items – None 8) Meeting Adjourned 6:10pm – It was MSP (Greer/Goldberg) to adjourn the meeting Minutes Approved by Chair of Arts Commission_______________________________________________
