Newport Beach City Arts Commission
Thursday, August 9, 2012 – 5:00pm
Central Library Conference Room
Convened at 5:03pm
1) Call Meeting to Order:
Commission Smith called the meeting to order.
2) Roll Call:
Commissioners Present: Robert Smith; Christopher Trela; Carole Boller, Arlene Greer, Rita
Goldberg.
Commissioners Absent: Gil Lasky, Caroline Logan
Staff Present: Mayor Nancy Gardner; Library Director Cynthia Cowell; Cultural Arts
Coordinator Jana Barbier
Public Present: Irina Chelyapov
3) Public Comments: Ms. Chelyapov introduced herself and noted that she had lived in the
U.S. for many years, that her children were grown and that she is a painter. Commissioner
Smith recommended getting involved with the Newport Beach Arts Foundation. Commissioner
Boller recommended enrolling in the NB Art Exhibition and Sale in April. .
4) Approval of Minutes:
It was MSP (Greer/Trela) to approve the July 12, 2012 Minutes with the following change:
Under 5.B) Items for Review and Possible Action, Election of Officers, Secretary: It was stated
that “Arlene Greer was nominated by Gil Lasky.” This would change to “Arlene Greer was
nominated by Rita Goldberg”.
5) Current Business:
A. Consent Calendar
1. Cultural Arts Activities – Staff provided updated report
2. Correspondence and Press – Staff passed around current correspondence and a “draft”
Arts Commission Roster for 2012-13
Commissioner Goldberg asked about a press clipping service and asked if anyone was
collecting articles on the Arts Commission. Commissioner Trela offered to collect press
announcements for the Arts Commission.
B. Items for Review and Possible Action –
1. Subcommittee Assignments – Chairperson Smith passed around a list for commission
“subcommittees” and asked if there were any changes. He indicated that the first name
is the name of the person chairing each committee. Commissioner Goldberg noted that
she was on the Cultural Arts Grant committee, and that Commissioner Greer would

chair that committee. Commissioner Greer requested that another person be on the
Arts Foundation Committee.
2. Location/Date for Newport Beach Art Exhibition and Sale, 2013. Commissioner Boller
asked the Commissioners if they were okay with the date (April 13) and location (Oasis
Senior Center Multipurpose Room) for this exhibition next year. Staff noted that Oasis
was planning an event on 4/12, and that set-up could not take place until after 4pm that
day. Commissioners unanimously approved of the date and location.
C. Monthly Reports –
1. Art in Public Spaces/Historical Preservation Committee – Commissioner Smith noted
several dates that were provided by Cynthia Cowell for a walk-through of the Civic
Center: September 20, September 27 or October 4. Library Director Cowell noted that
it may be a violation of the Brown Act for more than 3 commissioners at a time to attend
together on this tour. Commissioners disregarded this and decided to go as a group on
October 4 at 4:30, meeting in the lobby at 4:20pm.
2. Fine Arts Committee – Commissioner Boller stated that she and commissioner Greer
would meet in early September with staff to review artists ‘in the queue’ for potential 2
and 3-D exhibitions at Central Library.
3. Performing Arts Committee – Commissioner Goldberg noted that she had a family
event, and was not able to attend the U.K. Beat Concert. She stated that the Celtic
band was excellent.
4. Museum Tours – Commissioner Goldberg mentioned the Cleopatra museum tour
coming up on October 2, and asked staff to research and book a Van Gogh exhibit
coming to Southern California right away.
5. Arts Foundation Liaison Committee – It was noted that the September 12 NB Arts
Foundation meeting had been cancelled in lieu of Carole’s party. Commissioner Smith
gave another recap of the Art in the Park event.
6. Publicity Committee – Commissioner Trela noted that there was not much to report but
that he was appreciative of Shakespeare by the Sea filming/taping opportunities.
7. Budget Committee – Staff noted that a budget report would be provided for the Arts
Commissioners. Expenses for Concerts in the Parks and Shakespeare by the Sea
would have to be made up from the Cultural Arts Grant account. Commissioner
Goldberg asked again about where revenue for the museum tours would go.
8. Cultural Arts Grants Committee – It was noted that the Cultural Arts Grant applications
are due on September 28.
6) City Arts Commission Announcements or Matters Which Members Would Like Placed
on a Future Agenda for Discussion, Action or Report (Non-Discussion Item) –
Commissioner Smith noted that the Trudy Sopp training for Board and Commission Chairs and
Vice Chairs would be taking place at 11am on August 16 at Central Library. Commissioner
Smith would be able to attend, but Commissioner Boller would not. Commissioner Greer
offered to attend the training with Robert Smith.

Commissioner Trela won a 3rd place award for his restaurant blog. Commissioner Boller would
be hosting a wine and cheese party for commissioners on August 30.
7) Public Comments on Non-Agenda Items – None
8) Meeting Adjourned 5:55pm – It was MSP (Greer/Trela) to adjourn the meeting
