The sum of $40,000 (Cultural and Arts, City Grants Account #4002-8254) is provided annually for specific
cultural or artistic planning or projects as approved by the City Council. The City Arts Commission has
the responsibility to review all programs and requests for support from arts groups and make
recommendations for funding to the City Council for final approval.
RECOMMENDATION:
Review the grant applications and approve the recipients for recommendation to City Council for FY
2014/15 Cultural Arts Grants in accordance with City Council Policy I-10 – Financial Support for Culture
and the Arts.
FUNDING REQUIREMENTS:
A. Budget Includes Sufficient Funding
The current adopted budget includes sufficient funding for this purchase. It will be expensed to the City
Grants account in the Cultural and Arts Department, 4002-8254.
There is no fiscal impact related to this item.
DISCUSSION:
City Council Policy I-10 recognizes the importance of promoting culture and the arts within the City and
establishes a Reserve Fund for Culture and Arts. The sum of $40,000 is provided annually for specific
cultural or artistic planning or projects as approved by the City Council. The City Arts Commission has
the responsibility to review all programs and requests for support from arts groups and make
recommendations for funding to the City Council for final approval.
The Commission received written grant proposals from ten cultural organizations for funding of
approximately $70,100 in free cultural arts programming for the Newport Beach community in fiscal
year 2014-15. Grant applicants include:
Baroque Music Festival ($7,500): ATTACHMENT A
• Baroque Music Festival proposes to use the funds to present a series of Baroque music concerts.

ExplorOcean ($7,500): ATTACHMENT B
• ExplorOcean will use the funds to launch STEAM (Science, Technology, Engineering, Art, and
Mathematics) –based Maker Workshops to help youths use technology and art to create
innovative designs.
Festival Ballet Theatre ($2,500): ATTACHMENT C
• Festival Ballet’s Ballet to Schools program will bring narrated and abridged performances of the
Nutcracker to two Newport Beach elementary schools.
Newport Beach Public Library Foundation ($4000): ATTACHMENT D
• The Library Foundation proposes to present workshops in their Making Memories series for
children on photography, book illustration, and music.
Newport Beach Film Festival ($12,000): ATTACHMENT E
• The Newport Beach Film Festival is planning a multi-program series of seminars, covering
several days of the Festival similar to the 2013 Seminar Series and Special Screening. Past
seminar topics have included directing, screenwriting, production design, cinematography, film
music composition, animation, documentary filmmaking, and special effects.
Orange County Museum of Art (OCMA) ($5,000): ATTACHMENT F
• OCMA proposes to use the funds to present regularly scheduled arts programming to the public.
Programming will include cinema, dance, music, and lectures.
South Coast Repertory ($5,000): ATTACHMENT G
• SCR requests grant funding to present Theatre for Young Audiences, an annual series of three
professionally produced plays for children.
Southland Opera ($3,600): ATTACHMENT H
• Southland Opera proposes to present six music assemblies at Newport Beach locations of
Adventures in Song and Stories and/or Operetta: A World Tour.
The Bowers Museum ($3,000): ATTACHMENT I
• The Bowers Museum will use the funds to support the Museum School Partnership Program to
provide free docent-guided tours, art classes, and transportation to schoolchildren.
The Magical Realism Foundation ($20,000): ATTACHMENT J
• The Magical Realism Foundation requests funding for a story telling program.
Typically, the City Arts Commission grants a portion of the funds back to themselves in order to support
Cultural Arts programming during the fiscal year.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California Environmental Quality
Act (“CEQA”) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3,
because it has no potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at
which the City Arts Commission considers the item).
