Newport Beach City Arts Commission Meeting Minutes
Thursday, January 8, 2015 – 5:00p.m. City Council Chambers
I. CALL MEETING TO ORDER
Chair Goldberg called the meeting to order at 5:00 p.m. II. ROLL CALL

IV. APPROVAL OF MINUTES - DRAFT Minutes – November 13, 2014
Motion made by Secretary Logan, seconded by Vice Chair Greer, and carried (7-0-0-0) to approve
the minutes of November 13, 2014.

V. CURRENT BUSINESS
Chair Goldberg pulled Item No. 3 (Cultural Activities) from the Consent Calendar and placed it
under Items for Review and Possible Action.
A. CONSENT CALENDAR 1. Correspondence and Press - Review of any Arts Commission correspondence and/or marketing
materials that have been received.
2. Financial Report - Review of attached financial information.
Motion made by Vice Chair Greer, seconded by Secretary Logan, and carried (7-0-0-0) to approve
the Consent Calendar.

B. ITEMS FOR REVIEW AND POSSIBLE ACTION
3. Cultural Arts Activities - Monthly review of cultural arts activities from the Library Administrative
Office for upcoming Library and City arts events and services.
Chair Goldberg explained that she pulled the aforementioned item from the Consent Calendar
noting that formerly, there were three Members in the Committee but that with the departure of former Commissioner Magrutsche, there is currently a vacancy. She appointed Commissioner
Selich to fill that vacancy. She clarified that it is relative to the Performing Arts Committee.
It was noted that the Committee had been sun setted but that it is being reopened for the upcoming
concert season. Committee Members include Chair Goldberg, Vice Chair Greer and now, Commissioner Selich.
1. Joan Irving Brandt Centennial Event - Staff requests that the City Arts Commission approve a
100th Anniversary celebration for local artist Joan Irving Brandt to be held in March 2016.
Vice Chair Greer thanked Library Services Director Tim Hetherton for his work on the proposal. She reported that staff requests that the Arts Commission approve an event that will take place in March, 2016, but that will take a lot of advance work. The event will celebrate the Joan Irving Brandt
Centennial Anniversary and Vice Chair Greer listed Ms. Brandt's contributions to the City.
Discussion followed regarding funding and it was noted that it will be within the Arts Commission's
budget.
Motion made by Commissioner Smith, seconded by Vice Chair Greer, and carried (7-0-0-0) to
approve a 100th Anniversary celebration for local artist Joan Irving Brandt to be held in March 2016.

2. Annual Museum Bus Tour - Staff requests that the annual bus tour be postponed until an
exhibition with a wider popular appeal is scheduled at a local museum. Vice Chair Greer provided an update on this item and asked that the matter be postponed until an
exhibition with a wider popular appeal is scheduled at a local museum. She added that attending San Diego in the spring would not be advisable and that the Committee will keep looking for
exhibitions in the future.
3. Review of City Arts Commission By-Laws Pertaining to Meeting Attendance and Committee
Work.
Chair Goldberg reminded Members of their commitment to the Arts Commission and provided
information regarding regular meetings. She added that each Member is required to be on, at least,
one working committee. She hoped that future absences will be minimized.

C. MONTHLY REPORTS
1. Newport Beach Sculpture Garden Ad Hoc Subcommittee - Commissioner Robert Smith (Chair),
Chair Rita Goldberg, Commissioner Charles Ware
Commissioner Smith reported that the large sculpture, Red, should be installed in the Sculpture
Garden in February. He added that people can do an audio tour of the Sculpture Garden pieces by using the "My Newport Beach" application. He added that the second round of sculptures is
currently on hold until further direction from City Council.
Discussion followed regarding whether City Council needs encouragement. It was noted that
Council's platform is fiscal prudence and that they will be reviewing all budgeted items to reestablish
appropriate allocations.
2. Civic Center Art Placement Ad Hoc Subcommittee - Secretary Caroline Logan (Chair),
Commissioner Charles Ware
No report at this time.
3. Arts Master Plan Steering Committee - Chair Rita Goldberg (Chair) , Vice Chair Arlene Greer,
Secretary Caroline Logan
Chair Goldberg reported that the Arts Master Plan has been completed and will be presented at the
appropriate time.
4. Arts Foundation Liaison Ad Hoc Subcommittee - Commissioner Robert Smith
Commissioner Smith reported that the Arts Foundation had a nice Christmas party in December
and noted their next meeting will be on Tuesday, January 13, 2015, at his house. He reported that
the Arts Foundation is interested in purchasing the Sphere 112 and donating it to the City as a permanent piece of sculpture for the Civic Center Park. They have reached an agreement with the
artist and the artist understands the necessary approvals. He requested that the matter be placed on the Arts Commission agenda for its next meeting.
5. Fine Arts Ad Hoc Subcommittee - Vice Chair Arlene Greer (Chair), Commissioner Judy Chang
Chair Goldberg reported the current vacancy and appointed Commissioner Selich to same.
Vice Chair Greer provided an update including an event concluding the Rex Brandt Centennial Celebration. Additionally, she announced a current exhibition in the Central Library, "Famous Trials
in Pictures – 50 Years of Court Art". The committee exhibits for the Fine Arts Committee will resume March 4, 2015, and Vice Chair Greer noted the artist to be exhibited. She expressed
appreciation for the support of the Commission, City Council and the community as well as
exhibitors.
Chair Goldberg stated that 2014 was a flagship year for Fine Arts in Newport Beach and thanked
Vice Chair Greer and the Committee for its work.
6. Art Owned by the City of Newport Beach Ad Hoc Subcommittee - Vice Chair Arlene Greer

Vice Chair Greer provided a brief update and addressed collections being exhibited and in storage. She recommended sun setting the Committee at this time.
VI. CITY ARTS COMMISSION ANNOUNCEMENTS OR MATTERS WHICH MEMBERS WOULD LIKE PLACED ON A FUTURE AGENDA FOR DISCUSSION, ACTION OR REPORT (NON-
DISCUSSION ITEM)
Commissioner Smith reported that the Arts Foundation has voted to purchase the sculpture, Sphere
112, and donate it to the City as a permanent piece of sculpture for the Civic Center Park. He
requested that the matter be placed on the Arts Commission agenda for its next meeting.
Chair Goldberg requested placing the formation of a new Subcommittee to address the cultivation
of collaborative efforts between the public, private and business sectors for the benefit of art in the City of Newport Beach, on the Arts Commission's next meeting agenda.
Library Services Director Hetherton requested placing the matter of Concerts on the Green on the Commission's next meeting agenda. Additionally, he reported that the Ben Carlson Foundation
asked to make a presentation to the Arts Commission and requested placing that matter on the agenda as well.
Additionally, it was requested to place the Newport Beach Art Exhibition on the Commission's next agenda.
Discussion followed regarding the need for established guidelines for evaluating art honoring people, in the future and policies related to naming facilities in honor of residents.
