Thank you for hearing this issue and voicing your questions concerning this matter at yesterday evening's
Council.
We would like to clarify that the photo put up by City Manager which "looked acceptable" was of the walkway
covered in sand which
I,personally and another resident shoveled onto the Roadway for some very temporary aesthetic and
functional relief. We have replaced the sand twice in the past 6 days.
Also , this roadway is actually very rough and uneven, as a result of both the material and the shoddy
construction ----definitely not to City standards by any measure anywhere else.
This is not a viable long term solution, for safety or aesthetics.
We were unclear as to the Council's direction concerning addressing this matter, and would appreciate your
response to provide clarification and confirmation as to a Plan, and timeline.

Mayor, Mayor Protem and City Council,
This letter serves to express specific concern and request for relief in connection with a
substandard city construction job that has created a major Eyesore and repeated late
night Nuisance for the neighbors in the Central Balboa Penninsula area.
When we purchased and first moved into our Oceanfront home in the west 12th street
block, we had a pristine scenic beach view and quiet residential area. At the 12th street
block, there was a sidewalk out onto the beach of customary dimension and smooth
cement material, successfully accomodating pedestrians , ADA wheelchairs and some
bikes. The walkway was expanded some time later.
Most recently, several weeks ago, we came home from work to look out on an even
Black Asphalt Roadway going out onto the beach.The roadway was shoddily built and
material unevenly poured onto the beach. ( Photos provided for your reference and the
record). An unbelievable eyesore and unacceptable work by any standard, this has
been observed and commented on by a number of residents, both who live and
regularly walk along the Central Penninsula area.
In addition to being a complete Eyesore, the roadway has been frequented by
numerous late-night bicyclers, motorcycles and even some cars riding out onto the
beach in drunk & disorderly state and awakening us in the middle of the night. Several
times we contacted the NBPD, who took a couple of actions to respond.
I, personally and a number of other residents attempted to identify the appropriate
department to cure this unacceptable project, and having no success, eventually
contacted the City Manager and our district Council representative. We all asked that
this Roadway be promptly removed or replaced. The City Manager said that it was
impractical to do either of these, and said that he was going to do nothing. Furthermore,
he responded by saying to me, "You do not get to tell the City what to do".
There is a similar black asphalt shoddy Roadway that was put on west 11th street out
onto the beach as well. These roadways :
• Are a complete eyesore and destroy the scenic view for both residents and those
enjoying beach scenery ---also detrimental to the value of our property
Are made of black asphalt, which degrades in heat and burns feet of people and
pets, and uneven surface is problematic from safety perspective
Have created a magnate for drunk and disorderly regular late night disturbance
and nuisance to this quiet residential neighborhood
Have improperly added hazardous Petroleum-based product onto the beach
We have reviewed other recently constructed and long established sidewalk
pathways out onto the beach along the Penninsula and those in the new park
areas, which have been formed to proper scale and with smooth, light colored
cement. Why, we wonder, did the City decide to deface the beach in this
particular area and why does staff feel no responsibility to cure? This would
never have been considered acceptable at the Civic Center or new Marina Park.
Had such Roadways of similar quality construction been in any other
neighborhood, they would have been promptly taken out and replaced.
We respectfully ask that the City Council direct staff to have these roadways in
lieu of sidewalks removed promptly, so that our nighttime peace and beach
aesthetic integrity is restored.
