Here is the Insider's Guide for the Newport Beach City Council meeting of Tuesday, November 10, 2015.
The City Council meeting is held -on the 2"d and 4th Tuesdays of most months. There is a brief Study Session, starting at
5:45 p.m. The Regular Session will start at 7:00 p.m. The Council meets in the Council Chambers at 100 Civic Center
Drive. There is plenty of parking, and you are always welcome to attend. But you can also watch on TV (Channels 3/31)
or on your computer.

The Study Session starts later (5:45) and has one presentation by a student to read an essay about democracy, then it's
off to closed session.
The evening session has this on the agenda, starting at 7:00 p.m.:
• Updating our ordinances regarding medical marijuana, with a goal to comply with new case and other law. Our
approach still is to hold to a ban on cultivation, processing, delivery, and dispensaries within the city limits.
• We're back with a modified proposal for parking at Marina Park — the new plan is basically this:
o Persons with Master permits will be allowed to park there without additional charge, provided they are
there to use the community center, park, restaurant, marina, or beach.
o There will be fifteen (15) spaces allocated for Blue Pole/Annual permit holders, again provided they are
there for Marina Park (not for residential or ocean beach use).
o Persons who are attending a class and have signed up online get parking included as a part of their sign-ups.
o No one can park overnight between 12:00 midnight and 6:00 a.m., unless they have a special permit
associated with the Girl Scout Center or the Marina (and are overnighting it).
Our sincere thanks to the community members who engaged with us on these changes and issues. We're less
than a month away from the grand opening!
• The Council will be asked to approve the Engineer's Report and set the public hearing (and vote) for Utility
Undergrounding on some Balboa Peninsula area districts (#111, #116A, and #116B) —generally Balboa Boulevard in
the 38th to 44th Street neighborhood, 23`d to 31St, 45th to 47t". If you're in these areas, you probably knew all of
that. O
• We need to up our game a little bit on drought enforcement, and that means bringing on some contract staff to
assist us (and assist you all) in making sure we're watering on the right days, among other things. Remember, now
that it's November, we're at one day a week watering. If you don't know your day, look for the signs we've put up in

• An item would ratify current practice for the contracts of the Fire Chief and the Police Chief in regards to how
holiday pay is considered part of pensionable compensation (for the Police Chief) and the dollar amount for the
uniform allowance (for the Fire Chief).
Mr. Curry has asked that we consider using more of our web resources to help folks submit and sign up for
volunteer opportunities — sort of like Anaheim did a few years ago.
Mr. Peotter has asked that Corona del Mar resident Patty Gorczyca be appointed to the Finance Committee. Just
as we refer to Finance Director Dan Matusiewicz as Dan M to avoid having to spell his last name, Ms. Gorczyca may
become Patty G. O
After months (years?) and lots of public input, the City's proposed Local Coastal Program (LCP) Implementation
Plan is up for a formal public hearing. The "land use" half of this is already adopted and approved by the Coastal
Commission, but the other half is how we implement that plan. So think more about standards and procedures that
help achieve what we've said we need to achieve (all consistent with the Coastal Act). An "LCP" allows the City
Council to, in most cases, act in the Coastal Commission's stead on various permits and activities, negating the need
for many residents and businesses to go before the whole Commission and/or staff. It doesn't end that process,
though, as items can still be appealed to the Commission. Regardless, having an LCP is an important thing — and a
statewide goal of the Commission. If the IP is approved by Council, it goes next to the Commission for
approval. Once the IP is approved, then the Commission formally declares that we have an LCP. If you have
questions about this one, please read the staff report.
Two well-qualified candidates are up for appointment to the Arts Commission, as well as for the City's appointment
to the Visit NB Executive Committee.
Notes today:
CERT "Drill the Skills" and graduation is tomorrow (Saturday, November 7) at Fire Station #7 (Santa Ana Heights) for
you current and past CERT folks or folks interested in learning more about CERT—that's 9:00 a.m. to 1:30
p.m. Remember, any past CERT member is encouraged to participate in Drill the Skills to get back up to speed on
what to do in an emergency.
• CR&R, Inc. and the City of Newport Beach will host a free, document shredding event on Saturday, November 7
from 8 a.m. to 12 p.m. in the parking lot of Mariners Elementary School, 2100 Mariners Drive. Newport Beach
residents that receive trash & recycling service from CR&R are welcome to bring their documents for shredding.
