Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three(3)minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing. A single-family dwelling has been demolished and a new duplex is currently under construction. No waiver of Title 19 (Subdivisions) requirements are proposed. The Tentative Parcel Map would allow the units to be sold individualy. CEQA COMPLIANCE The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Zoning Administrator Meeting November 12, 2015 Page 2 RECOMMENDATION 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2015-018 Item No. 1 Staff Report 2. 429 Larkspur Avenue Tentative Parcel Map No. NP2015-016 (PA2015-170) Site Location: 429 Larkspur Avenue PROJECT SUMMARY Request for a tentative parcel map for condominium purposes. No waivers of Title 19 (Subdivision Code) requirements are requested. An existing single-family residence was demolished and will be replaced with a new two-unit duplex. The Tentative Parcel Map would allow each unit to be sold individually. CEQA COMPLIANCE The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). RECOMMENDATION 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2015-016 Item No. 2 Staff Report 3. Cafe Gratitude To-Go Minor Use Permit No. UP2015-038 (PA2015-163) Site Location: 1617 Westcliff Drive, Unit 114 PROJECT SUMMARY A minor use permit to allow the operation of a take-out service, limited eating and drinking establishment. No late hours (after 11:00 p.m.) or alcohol service are proposed as part of this application. CEQA COMPLIANCE The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). RECOMMENDATION 1) Conduct a public hearing; and 2) Adopt Draft Zoning Administrator Resolution No. _approving Minor Use Permit No. UP2015-038. Item No. 3 Staff Report 4. Starline Live-Work Lofts Minor Site Development No. SD2015-006 and Tentative Parcel Map No. NP2015-019 (PA2015-174) Site Location: 421 29th Street, Northwest corner of 29th Street and Villa Way Zoning Administrator Meeting November 12, 2015 Page 3 PROJECT SUMMARY A Minor Site Development Permit for the development of two, live-work residential units and a Tentative Parcel Map to allow each unit to be sold separately. CEQA COMPLIANCE The project is categorically exempt under Sections 15303 and 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures) and Class 15 (Minor Land Divisions). RECOMMENDATION 1) Conduct a public hearing; and 2)Adopt Draft Zoning Administrator Resolution No. _approving Minor Site Development Review No. SD2015-006 and Tentative Parcel Map No. NP2015-019.
