NOTICE OF PUBLIC HEARING AND REVIEW
FOR THE CITY OF NEWPORT BEACH
FIVE-YEAR CONSOLIDATED PLAN (2015-2019),
ONE-YEAR ACTION PLAN (2015-2016) AND
CITIZEN PARTICIPATION PLAN (2015-2019)
NOTICE IS HEREBY GIVEN that the City of Newport Beach (City) has prepared its draft Five -Year Consolidated
Plan (2015-2019), One -Year Action Plan (2015-2016) and Citizen Participation Plan (2015-2019). The publication of
this notice is the beginning of the 30 -day public review period required under Federal Regulation 24 CFR
91.105(b)(2). The public review and written comment period begins April 10, 2015 and runs through May 12, 2015.
NOTICE IS HEREBY FURTHER GIVEN that the Five -Year Consolidated Plan, One -Year Action Plan and Citizen
Participation Plan will be presented to the City Council for approval on the following date:
DATE: May 12, 2015
TIME: 7:00 p.m.
LOCATION: City Council Chambers, 100 Civic Center Dr., Newport Beach, CA 92660
At this meeting, the City Council will receive public comment on the draft Five -Year Consolidated Plan (2015-2019),
One -Year Action Plan (2015-2016) and Citizen Participation Plan (2015-2019) that is to be submitted to the U.S.
Department of Housing and Urban Development (HUD).
BACKGROUND
The Five -Year Consolidated Plan is part of the City's grant application to HUD. The plan establishes a framework
of housing and community development priorities for Newport Beach, aides in identifying and sets the foundation
for projects and programs that benefit low and moderate income residents over the next five years. The One -Year
Action Plan then allocates funding to specific programs and projects for a given year. The City anticipates
receiving approximately $1.8 million in federal housing and community development funds over the next 5 years.
The Action Plan will appropriate in Community Development Block Grant (CDBG) funding to specific programs
and projects for the 2015-2016 fiscal year. The Citizen Participation Plan is a document that details the City's
policy on public review and participation in the decision-making process regarding the Consolidated Planning
Process in accordance with the Consolidated Plan implementing regulation 24 CFR 91.105.
PUBLIC COMMENT
Copies of the latest drafts of these documents will be available for public review at the following locations:

It is the objective of the City to comply with Section 504 of the Rehabilitation Act of 1973, as amended, the
Americans with Disabilities Act (ADA) of 1990 and the ADA Amendment Act of 2008, the Fair Housing Act, and
the Architectural Barriers Act in all respects. If you require public documents in an accessible format, the City will
make reasonable efforts to accommodate your request. If you require a disability -related accommodation to
