Allyson Gipson, Esq., Assoc. AIA
Project Manager
Allyson has been providing building program oversight and management, project
management, design management, and construction management services in
the public sector for more than 28 years. As a liaison to design professionals,
contractors, inspectors, attorneys, community groups, and various client groups,
her communication and negotiation skills result in maximum potential for project
success. Allyson has extensive experience with the design and construction of public
facilities, having delivered more than $1B in construction value.
In addition to her overall program/construction management experience, Allyson has
specific expertise in procurement of design and construction services in the public
sector and oversight of the performance of program professionals.
Relevant Project Experience
Los Angeles City College, Project Management, Proposition A Program. Project
Director. 2002 - 2005. Allyson was responsible for overseeing the development
of the campus master plan and the execution of the master implementation plan.
Allyson was the liaison to the campus administration and the shared governance
committee, which numbered nearly 40 members, through the completion of the
master plan and the development of architectural programs and design.
• $253M program. Projects included 11 new buildings, 8 modernization
projects, interim housing, 5 demolition projects, and interim housing projects,
including project close-outs
• Responsibilities included management and performance oversight of the
design, procurement, construction, estimating, scheduling, document control,
and change order management
• Supervised a team of 18 construction industry professionals
Long Beach Community College District, Program Management, Measure E
Capital Improvement Program. Project Executive. 2003 - 2006. Allyson was the
senior executive in charge of the fi rst phase of the bond program at the district. She
supervised the program team in the development of the master plan, site analysis
and development of the implementation plan, including conducting performance
audits of all project management and construction management staff .
• $270M program for new construction, demolition, and modernization of
facilities at both campuses
• Responsible for leading the 16-member program management team in the
design management, procurement, construction, estimating, scheduling,
document control, change order management, interim housing and close-out
Fremont Unifi ed School District, Program Management Services for Measure E
Bond Program. Procurement/Prequalifi cation/Contractor Outreach. 2014 - Present.
• $650M program to upgrade/repair neighborhood schools at 42 school sites,
with a student population of over 33,000
• Th e program will update technology/aging classrooms, math science/computer
labs for 21st Century learning; upgrade electrical wiring to current safety

her role as Project Executive, Allyson leads the eff ort

She is responsible for monitoring the performance
and deliverables of the program team and developing
strategy to address the district’s goals and objectives.
•$106M program to modernize and upgrade existing
school facilities
•Assisting the District with the development
of an overall program strategy with regard
to phases, construction schedules, timing,
budget, prequalifi cation, construction manager
procurement, contractor procurement, construction
material, building systems, and equipment
Oakland Unifi ed School District, Measure A Building
Program. Program Director. 1999 - 2002. In her role as
Program Director, Allyson led a blended team of district
employees and outside consultants in the program and
construction management of the state funded program.
•$175M program included new school construction,
modernizations of existing schools and deferred
maintenance projects, from design through
construction
•Managed the forensic auditing of the program to
identify process breakdowns which had resulted
in a failure by the district to properly pay outside
contractors and consultants in the 3 years preceding
her tenure. Her corrective actions led to the
fi nancial close-out of more than 45 contracts,
totaling more than $4M.
•Managed a team of 20 construction professionals
Los Angeles Unifi ed School District, New Construction
and Bond BB Program. Project Executive. 1998 - 2003.
•Served as the senior manager for the team
responsible for various repair and/or replacement
projects as part of the $300M building program
•Provided program oversight and performance audits
of project and construction management staff and
related deliverables
Vallejo City Unifi ed School District, Hogan High
School Modernization. Project Executive. 2000 - 2002.
•$15M project included renovation of science
classrooms, site improvements, offi ces, sports
facilities and general classrooms
•Responsible for supervision of the management
team for the modernization
