Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Iris Lee, Senior Civil Engineer PHONE: 949-644-3323 TITLE: 15th Street/Balboa Boulevard Revitalization - Award of Contract No. 6341 (Project No. 15R11) ABSTRACT: Staff has received construction bids for the 15th Street/Balboa Boulevard Revitalization project and is requesting City Council approval to award the contract to GMC Engineering of Tustin, California. RECOMMENDATION: a) Approve the project drawings and specifications; b) Award Contract No. 6341 to GMC Engineering for the total bid price of $2,746,402.00, and authorize the Mayor and the City Clerk to execute the contract; and C) Establish an amount of $412,000.00 (15 percent) to cover the cost of unforeseen work not included in the original contract. FUNDING REQUIREMENTS: The current adopted budget includes sufficient funding for the award of this contract. Balboa Boulevard between 12th and 21St Streets is a highly visible and popular travelway for residents and visitors on their way to Balboa Village, Peninsula Point as well as one of the many access points to both the Ocean and Bay beaches. Furthermore, these streets proximity to the adjacent churches, businesses, elementary school, and the new Marina Park makes this location a highly visited area that represents one of the many views of Newport Beach. Considering the prime location and heavy usage by residents and visitors, and that the street infrastructure is rather aged and stark in its existing state, the former West Newport Beach Citizens Advisory Panel identified this area as a priority for revitalization. The 15th Street/Balboa Boulevard Revitalization project was designed to meet the community's goal of replacing street pavement, sidewalks, a traffic signal, improving parking and circulation, as well as incorporating landscaping and other design elements into both roadways to improve the aesthetic appearance of the neighborhood. The low bidder, GMC Engineering (GMC), possesses a California State Contractors License Classification "A" as required by the project specifications. GMC has successfully completed similar projects in the City, and comes with satisfactory references from other public agencies. Pursuant to the Contract Specifications, the Contractor will have one hundred ten (110) consecutive working days to complete the work. Additionally, given the age and condition of the infrastructure in the area, and that the City received a favorable bid item cost, staff is recommending that Council approve a 15% contingency. This additional amount may be used to address any unforeseen conditions as well as provide an opportunity to address additional items within or near the project that need rehabilitation/replacement that were not included in the original scope of work. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) and Section 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3. The action will lead to the modification and construction of landscape and hardscape improvements primarily within existing raised medians and parkways in W. Balboa Boulevard. Additionally, a few new small raised landscaped median islands will be introduced along 15th Street. The construction of the project is wholly within existing public rights-of-way and will not require the expansion or acquisition of additional rights-of-way. The overall project will result in negligible or no expansion of existing roadways and the capacity of the existing roadways or number of parking spaces will not be diminished. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). The Notice Inviting Bids was advertised in the City's official publication and in construction industry publications.
