Subject: CNBCA 15th Street/Balboa Boulevard Revitalization Position- with Revision
Dear Mayor and Council Members:
The CNBCA is very excited about the planned 15th Street/Balboa Boulevard Revitalization improvements;
however, the following concerns related to specific components of the plan have arisen. These concerns are as
follows:
Strawberry Trees. The selection of Strawberry Trees for the median between 12th Street and 22nd
Street. Based on conversations with professional Landscape Architects and the Senior Arborist for the
City of San Diego, the Strawberry Tree is a poor tree selection for the median of a thoroughfare for the
following: 1) produces fruit that drops throughout the summer and fall; 2) creates a mess in a high -
traffic area; 3) presents a slip/fall hazard since the fruit is sticky and when crushed creates a slipping
hazard; 4) presents the possibility for damage claims from dropping fruit on cars parked along the
median; and 5) availability of Strawberry Trees is scarce and the City would be better served to select a
different species that is more suitable to the location.
As Area Residents and based on our consultation with professional Landscape Architects and the Senior
Arborist for the City of San Diego, we suggest the crape myrtle since it: flowers year-round; 2) comes in
a variety of colors; 3) drops leaves infrequently and do not accumulate; and 4) is readily available.
2. Plantings on Boulevard at Marina Park. The potential to modify/add intermittent plantings in front of
the new Marina Park to block or mute headlights and taillights from cars in the parking lot since these
lights are directed into several residents' homes. Recognizing that 3 -foot shrubs could provide possible
cover for homeless individuals, we suggest that the City consider planting ornamental native grass that
grows up to 3 feet in height. This will reduce/diminish the impacts/nuisance associated with the
headlights/taillights (particularly in the summer months).
3. Parking Spaces on the Boulevard. Confirmation that the development of medians along W. Balboa
Boulevard will not reduce the number of current parking spaces on the boulevard.
4. Pavement Improvements. If the 15% contingency is not used, would the City consider narrowing the
sidewalks along W. Balboa Boulevard between 12th and 22nd Street that do not conform to normal
sidewalk dimensions or material (i.e., the beach sidewalks on the oceanfront side of Balboa Boulevard at
11 th and 12th Streets are extraordinarily wide and of painted asphalt )
