HomeMy WebLinkAbout07 - Grand Canal Emergency Sand Maintenance Work – Notice of Completion and Acceptance of Contract No. 6274 (16H15)7-1 NEWPORT BEACH City Council Staff Report COUNCIL STAFF REPORT CITY OF January 12, 2016 Agenda Item No. 7 ABSTRACT: On September 22, 2015, the City Council awarded the Grand Canal Emergency Sand Maintenance Work to Metro Builders & Engineers Group, Ltd of Newport Beach California for the $246,500.00 base contract and a $24,500.00 contingency amount. The required work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond sixty-five (65) days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one (1) year after acceptance by the City Council. FUNDING REQUIREMENTS: The current adopted FY 2015-2016 Capital Improvement Budget included sufficient funding for this expenditure. Given the age of the existing seawalls, the unknown deterioration of the tieback systems, and the expected “El Nino” winter storms, staff determined that immediate emergency work was necessary to protect life and property through the restoration of sand along the bottom of the seawall to maintain seawall stability. Accordingly, the Public Works Department prepared the project documents for this unscheduled contract and coordinated the maintenance efforts with the Municipal Operations Department, the Grand Canal residents, and the community for the duration of work. Interruptions to the areas were kept to a minimum for this fast-paced and tide- dependent work. The contract was completed to the satisfaction of the Public Works Department. One change order was issued for additional sand handling/profiling work that was desired by the Public Works Department and the residents. A summary of the contract cost is as follows: Original Contract Amount:$ 246,500.00 Total of One (1) Change Order:$ 36,180.00 Final Contract Cost:$ 282,680.00 A summary of the project schedule is as follows: Project Awarded For Construction September 22, 2015 Contract Completion Date October 31, 2015 Actual Construction Completion Date October 30, 2015 Grand Canal Emergency Sand Maintenance Work – Notice of Completion and Acceptance of Contract No. 6274 (16H15) January 12, 2016 Page 3 7-3 As a follow-up to this sand maintenance work, staff has now submitted applications to the California Coastal Commission for a permit to dredge the center portion of the entire Grand Canal. ENVIRONMENTAL REVIEW: On September 22, 2015, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (minor alteration of existing public facilities with negligible expansion) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
