Qualified Energy Efficiency projects can be financed through On-Bill
Financing (OBF)
•0% interest loans
•No fees or loan costs
•Convenient loan repayment through your monthly SCE bill
•Loan repayment based on estimated monthly savings
•Utility bills remain “bill neutral”

Recommendation to City Council
Authorize the City Manager to execute the following documents for
the retrofit of approximately 3,224 streetlights to LED fixtures:
•SCE Incentive Application
•SCE OBF Application
•SCE OBF Agreement
•Other relevant documents required to process the applications
SCE Incentive and OBF Process
Pre-Construction
1.The Energy Network prepares Incentive & OBF Applications (Completed)
2.City reviews and signs applications (1 day)
3.The Energy Network submits applications on City’s behalf (1 day)
4.SCE reviews application and conducts pre-inspection of existing streetlights
(6-8 weeks)
5.SCE reserves funding for both incentives and OBF with Project Approval (6-8
weeks)
6.City completes construction (TBD)
SCE Incentive and OBF Process
Post Construction
1.The Energy Network prepares SCE “Installation Report” (1 week)
2.SCE reviews completed project and completes a post-inspection (1 month)
3.SCE approves final project savings (4-6 weeks)
4.SCE sends Incentive check to City (4-6 weeks)
5.SCE prepares OBF Loan Documents (4-6 weeks from step 3)
6.City signs and returns OBF Loan Agreement (1 week)
7.SCE disperses OBF funds to City (1-2 weeks)
8.City repays OBF loan through monthly installments on utility bill
(determined by SCE)
