The following comments on the Balboa Village Advisory Committee's agenda items are submitted by:

Item 1. MINUTES OF MAY 13, 2015
The following minor corrections are suggested:
1. Page 3, paragraph 3: "Terri Pial Pasquale spoke regarding the Catalina Flyer."
2. Page 3, paragraph 5: " Marianne Zippi commented on Sunset Ridge
Park having no automobile access."
3. Page 3, Item 3, paragraph 3: Wai:i yp Zip Marianne Zippi noted that the 51.8
percent of supporters is not 50 percent of residents in the area, according to the latest
census."
4. Page 3, Item 3, paragraph 4: "Principal Planner Campbell reported that one (1) survey
was sent per unit in the area and addressed established criteria." [?? I thought the
statement was that in the event of an absentee landlord two surveys were sent: one to
the landlord and one to the tenant.
5. Page 4, paragraph 5: "Jim Mosher agreed with Ms. Zippy's Zi is comments, added
that absentee owners are not residents, so their responses should be removed.
Additionally, he suggested averting weighting by the number of residents in each
household."
Item 2. RP3 SURVEY RESULTS & PERMIT BOUNDARY
I continue to think the inclusion of absentee landlords in the determination of a "majority" interest
in permit-only parking is inconsistent with the plain language of the Municipal Code, which refers
to a majority of"residents." The results should at least be presented to the public and Council
with and without the non-resident votes.
Item 3. SUMMER OUTDOOR DINING REGULATIONS
Staff's exact recommendation is difficult to deduce from the staff report, but if the intent is to
amend the Zoning Code in a way such that there are different rules for restaurants in Balboa
Village than for those elsewhere in the City, I don't think that's appropriate.
