ABSTRACT:
Staff received construction bids for the Corona Del Mar Entry Improvements and is
requesting City Council’s approval to award the contract to All American Asphalt.
RECOMMENDATIONS:
a) Approve the project drawings and specifications;
b) Award Contract No. 6382 to All American Asphalt, for the Total Bid Price of
$497,497.00, and authorize the Mayor and the City Clerk to execute the contract;
c) Encumber a contingency allocation of $50,000.00 (10%) to cover the cost of
unforeseen work not included in the original contract; and
d) Approve Budget Amendment No. 16BA-028 appropriating $175,000.00 from the
General Fund unappropriated balance to Account No. 01001927-980000-15L12
for Corona del Mar Entry Improvements.

DISCUSSION:
At 10 a.m. on January 14, 2016, the City Clerk opened and read the following bids for
this project:

The low total bid amount is 9.5 percent above the Engineer’s Estimate of $450,000.00.
The additional budget funding is necessary to accommodate details added to the project
during design not anticipated during last year’s budget process. This includes the
connection to the City’s existing irrigation system on Coast Hwy, relocation of a fire
hydrant, and additional curb and sidewalk work along Carnation. The low bidder, All
American Asphalt, possesses a California State Contractors License Classification “A”
as required by the project specifications. A check of the contractor’s references
indicates satisfactory completion of similar projects for other public agencies.
Corona Del Mar Entry Improvement project is one of five strategic revitalization projects
reviewed and developed by staff, Council, and the Citizens Advisory Panel (CAP). In
2011, meetings with the Corona Del Mar Business Improvement District (BID) and the
Residents Association supported plans for additional landscaping and increased
sidewalk width to enhance the area and support bicycle, pedestrians and outdoor uses.
Plans were developed with all of these considerations including studies to address
concerns with circulation, existing bicycle lane and potential loss of parking on the
highway. The focus of this project is to enhance the southbound entry point into the
Corona del Mar community between Begonia Avenue and Carnation Avenue. The

scope of work includes reconstruction of roadway, sidewalk, and beautiful landscaping
palette with trees and other incidental items of work necessary to complete the work in
place. Parking displaced on East Coast Highway due to the improvements will be
added to Carnation Avenue by converting the roadway into a one way street between
the highway and Fourth Avenue.
Construction is expected to begin immediately in February and the specifications call for
an aggressive work schedule to complete the construction prior to summer. Lane
closures will be necessary during the construction and accommodations are planned to
reduce lane closures in the morning peak hours. Pursuant to the Contract
Specifications, the Contractor will have 60 consecutive working days to complete the
work.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (“CEQA”) pursuant to Section 15301 (c) (minor alterations of
existing public facilities with negligible expansion of the facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
