The Study Session Item: Bus Route Changes
I cannot attend the session, so I am submitted these comments in advance.
1. What are the OCTA's ridership counts driving these proposals?
2. These changes will have the following impact for Newport Beach, according to the Maps.
-Discontinuation of 71 Service along Balboa Peninsula.
Consequences
1. If the segment from Triangle Square to Newport is eliminated, then a well-established North/South route to
the beach, running parallel and to Sunset Ridge Park, will be lost. Again, the ridership counts could show the
impact.
Perhaps the Route Line could continue in service to PCH, and connect with Route 1, which runs from Long
Beach to San Clemente.
2. The elimination on the route on the Peninsula means that the closest public access to Newport Pier /Balboa
Pier via Bus is walking from PCH and Balboa on Route 1, (stops at Superior/Balboa (Jack in the Box), and
along the Bayfront on PCH. If the City of Newport Beach considers offering a shuttle along Balboa Blvd., it
should evaluate options to sync service to PCH, with Route 1 drop-offs/ pickups on PCH.
-Elimination of Route 76 - Impact - service from Newport Beach to SNA Airport will be eliminated. This
service has a stop on San Miguel, across from Rogers' Gardens, so to go to Irvine it is easier to access from
CdM than having to walk up the hill to the Transit Center. I've used this service quite a bit to get to the
Airport. Ridership counts may not support the service (?) but I would be sorry to see it go.
-The remaining Route 79 is critical, as it services Fashion Island and UCI. The increased Frequency, i.e. every
30 minutes from Tustin/Bryan, is an improvement for users of this route.

Subject: BUS ROUTES (TO BE PLACED IN THE PUBLIC RECORD)
We all know it is overkill to run full-size buses on routes in many areas of Orange County. We see them lumbering along
with two people and a driver, or sometimes only the driver occupying the entire bus. This situation has remained
unaddressed and unmitigated for many many years.
Instead of going to the extreme of eliminating bus routes, it seems appropriate to thoroughly explore the option of mini
buses, which can accommodate as few as 8 to 15 people, are fuel efficient and maneuverable on busy thoroughfares.
There is a robust market for preowned buses of all sizes.

understand that the City Council is considering OCTA's proposed changes to the Bus Routes impacting
Newport Beach.
am writing to express my thoughts and recommendations for the City's consideration, at Tomorrow/Feb. 9th,
Council Study Session,
As I am unable to attend.
1. My understanding is that OCTA proposed to Eliminate the #71 Bus Route which operates into Newport
Beach on down the Balboa Blvd roadway of the Penninsula.
would appreciate clarification as to whether the most current proposal is to end this line at Triangle
Square, or has it been extended to the boulvevard to service the Hoag Campus,as this has differenti
implications for our community.
2. The #71 Bus Route, is an important form of transport to not only certain residents in the
Penninsula/Lido/West Newport area, but also for the households and businesses who employ
hundreds of people whose ony alternative to get to and from work is practically the public transit
system. With the commercial revitalizations underway so important to both the city and its
constituents, it will be of increasing importance and have increased impact on economic viability of
businesses if they are unable to have public transit available to their workforce.
3. There can be no doubt that a more streamlined approach should be considered, in lieu of the many
Large buses that current service the area and that are perpetuallh operating under capacity.
MINIBUSES are the logical and more cost-effective alternative. In addition, a carefully planned out(
potentially less frequent) service schedule that is responsive to common work start and stop hours
We request that the City propose to OCTA that a more economical and cost-effective approach to :
align OCTA operating costs with current and expected near term Use, and continue to provide public
benefit ,and support area economic revitalization.
4. 1 understand that the City may be considering a Trolley service up and down the Penninsula, and
believe that this is a GREAT IDEA. This type of service, when coordinated with parking centers and
outreach, can provide an attractive, traffic managed plan to accommodate visitors, and potentially
occasional resident needs. However, we feel that this should not and does not replace the need for
Public Transportation facility from our Regional Transportation entity.

Re: 2016 OCTA Bus Service Plan
Dear Mayor Dixon,
I am writing to ask that the City of Newport Beach oppose the planned changes to
OCTA bus service in Newport Beach. Two pending changes are particularly troubling.
They are:
1. Elimination of Route 71 service beyond Triangle Square. This would eliminate all
service on this route to Newport Beach. This bus runs down Newport and Balboa
Boulevards and is the only service to Balboa Village and Balboa Pier. This bus starts in
distant Yorba Linda and runs 2hrs down to the beach. Ending this route a few miles
from Balboa is akin to the freeway and light rail lines that end before they get to LAX.

2. Elimination of Bus Route 76 service to John Wayne Airport, Fashion Island, and the
Newport Transportation Center. This bus would no longer serve the residents of
Newport Beach. See page 12 in the attachment.
OCTA will be holding public hearings to discuss their plans, one next Monday. The OC
Register reports that the cities of San Clemente and Santa Ana are actively opposing
the plans. I ask that the Newport Beach City Council do likewise.
