SOME BACKGROUND
o Governor's Executive Order on April 1, 2015 addressing the Drought -
Calling for a 25% Reduction in Overall Water Use.
o May 5t" - State Water Board adopts regulations that includes a Prohibition
on using Potable Water for Irrigating Grass Turf in Street Center Medians as
of May 18.
o At that time, the City had approximately 582,240 SF of grass turf in public
street center medians.
3851285 SF on Potable Water Maintained by the City
51,852 SF on Recycled Water Maintained by the City
(which are not affected by this order)
1451103 SF on Potable Water Maintained by HOA's (under agreements)
o On May 6th— All affected HOA's were notified in writing of the requirement
to stop irrigation of median grass turf.
o In response to State Order - On May 15t", the City shut off water to all gr'doh"as
turf in public street center medians except those served by recycled water.

UPDATE OF CENTER MEDIAN TURF REPLACEMENT
Of the 385,285 SF of grass turf Maintained by the City that was
irrigated with potable water.
22,058 SF has been converted to alternative landscaping
301286 SF is in the process of being converted to Recycled
Water
117,915 SF (San Joaquin Hills Road) was dyed green as a trial
and irrigation modified to water trees only
2151026 SF is being currently planned for replacement in the
near future. This includes:
Balboa Blvd. (McFadden Plaza) - 12,851 SF
Jamboree Road - 541007 SF
San Miguel Drive - 78,931 SF
Ford Road — 251313 SF
Irvine Avenue - 43,924 SF
Balboa Blvd. (McFadden Plaza)
Turf Medians Conversion
o Currently 12,851 SF of brown grass.
o Proposed to convert to synthetic grass turf.
o Looking to include as part of Balboa Blvd/ 15th Street
Landscape Improvement Project. (Winter/Spring 2016)
o Cost —approximately $160,000

o Convert to water friendly plantings and shrubs to match and
complement existing landscape
o Use existing irrigation system controller and piping. Convert
existing spray heads to water efficient rotary heads
o Retain existing trees
o Construct as stand alone rehabilitation project

SUMMARY -CENTER MEDIAN TURF REPLACEMENT
$500,000 budgeted in the current Capital Program for drought
related landscaping replacement.
$50,000 has been spent to date on turf median conversions
$500,000 is planned for the Irvine Ave median reconstruction
$620,000 additional funding needed for other median
conversion projects (215,026 SF) this includes:
Balboa Blvd. (McFadden Plaza) -$160,000
Jamboree Road - $130,000
Jamboree Road (recycled water conversion) - $80,000
San Miguel Drive - $150,000
Ford Road —$50,000
$50,000 in rebates are anticipated •�
Still need a plan to address San Joaquin Hills Rd.
