My thinking here is Management should be able to economize as well as be minimizing their overreaching when budget projections are looked for. Mechanical Leakages need to be scrutinized in each usage zone, leaks repaired; City consumptions for parks and roadways either cutback more, or can could be turned off for two weeks each of the next three months with the evolvement of El Nino, and or severely cut back. Water usage Timing needs to be reduced. Public works Departments administration within the City can be cut back by at least thirty percent. General overhead can be reduced to become much more efficient and productive. Municipal Governments in general were always trained to spend spend spend, because if we don't we won't get more money next year. Where private business CUTS BACK and conserve when need go out and raise prices. On two occasions I have called the city for a more detailed explanation than what was mailed out to residents. To no avail! The nice lady that answered the phone tried to answer my questions and I'm still waiting for a call back from George Murdoch, Municipal Operations Director. According to your literature, the current rate for a 1" pipe (which I have) is $4.50. If this measure is passed, by 2019 my rate will increase to $9.17 THIS IS MORE THAN A 100% INCREASE in 3 years. There is nothing in your literature that justifies a 100% + increase. I already pay $322 annually to OCSD for a sewer user fee - its on my property tax bill. You completed a Sewer Capitol Improvement Master Plan in 2010 - 5 years ago. It is stated in your literature that sewer revenues provide enough to provide adequate funding for operations. Supposedly, these additional monies are needed for capital improvements. Yet, you did a massive sewer overhaul in 2010 - sewer systems have a life span of MUCH longer than 5 or 10 years. The 100% increase IS NOT justified based on information provided to the public. I am OPPOSED to any increase in the cost of sewer services. Newport Beach has adequate reserves to repair and maintain our sewers. Your job is to be fiscally prudent and not resort to fee increases as a first solution. Marilyn C. I agree that it is important to maintain our sewer system and would normally not be opposed to an increase in fees to do so. However, I am concerned about the current spending philosophy that has allowed excess spending over the last several years. Now is not the time to build another community center, especially one that is so close to the new Marina Park Community Center. If it is true that our current sewer fund has not been maintained, then it is fiscally irresponsible to plan to spend another $25 million on a community center at this time. Focus on getting our basic infrastructure updated without raising the fee, or at least at a lessor amount. Please reconsider, or at least help the community to feel more at ease with respect to your handling of funds and preparation for future infrastructure expenses. Please wake up a get fiscally responsible on your priorities and spending. Our Federal and State government are beyond an embarrassment and have basically bankrupted the country. Newport Beach has the luxury of high real estate taxes and other high taxes. But this does not mean its residents expect to have our money thrown around like our Federal and State governments. Please get more fiscally responsible and show your residents that you know how to govern. Junking up our community with ugly artwork is not productive. Focusing on and repairing our infrastructure, policing the community and making our children safe is far more important. I've been made aware that funds which were to be set aside for the repair and maintenance of the sewer system were diverted to fund frivolous and unnecessary ornaments and recreational facilities that are hardly used by the community i.e. the dog park with an elevated walkway accessible by an elevator!. While these are "nice to have" they cannot possibly be as important to fund as the cities sewer system!! Rather than raising the sewer fee by a proposed 103%, as a citizen of this city, I am demanding that the Council go back and scrub the budget to find the funds necessary to repair the sewer system. This may require the canceling or postponing of previously approved projects that don't meet a critical need for insuring the safety and welfare of our citizens. It is the duty and responsibility of the Council to make sure that our tax dollars are being spent wisely on those things necessary to make our city function properly with infrastructure projects being critical for everyone. For the last seven years, the City working with the residents, has changed the historic part of Newport Beach. We are no longer known for being the blighted run down "War Zone". The investment in our community has been so positive we are now known to be a more family -friendly tourist destination and a safer and more beautiful place to live for our residents and for visitors to enjoy. There are many exciting examples of how we work together, such as Sunset Ridge Park, and the recently - approved Lido House Hotel. Additionally, work has commenced on the transformation of the once -blighted Lido Village, and of course, the new Marina Park is a huge success with the public and visitors, as was evident on the opening day and during the Christmas Boat Parade. There is positive momentum for change going on in West Newport thanks to the good work of past City Councils. The West Newport Beach Community is most proud of the "4th of July is for Families Parade and Festival". The quality of life has improved for all residents north of Newport Pier up to 54th street. It was a nightmare for residents, family vacationers and our City Police force. Working together in a public-private partnership "WE ALL" have completely changed the entire holiday atmosphere and saved our City well over $200,000 in enforcement costs in the past few years. The Peninsula and West Newport draws more tourist visitors than any other part of Newport thanks to our beautiful beaches and bay. The City's investment in this part of town is a win-win for residents, tourists, businesses and the City coffers. This is a very positive time for our community and we look forward to working together with all of you in the future. In light of a recent email concerning the proposed sewer rate increase, which implied that the increase is a veiled attempt to pay for the West Newport Community Center, we urge the Council NOT to be deterred in moving forward with this long -promised and much-needed West Newport Community Center. The choice is NOT between sewer lines or a new Community Center on the west side of the bay, which would be used by half of the city population of Newport who live west of the bay. The need is great for this facility. We look forward to working with the City Council and City Staff in supporting and planning the long -promised new Community Center.
