ABSTRACT:
The City has 20 Commissions/Committees that develop a wide range of policy
recommendations or work with staff on a variety of issues in a specific area of expertise.
The City Council and/or staff members also participate in 12 outside governmental
bodies in support of regional issues.
RECOMMENDATION:
Provide direction to Commissions/Committees on frequency of formally reporting activity
to the City Council.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
Attachment A provides a list of all City Boards, Commissions, Standing or Ad Hoc
Committees, other governmental agency committees, citizen advisory committees, and
committees governed by contracts or state codes. Each body is identified by name, how
they were established, meeting day and time, staff liaison(s), and members’
appointment, reappointment and term expiration. The following table identifies the
numbers of committees/commissions by type.

The work done by these committees and commissions is to assist the City Council in
providing recommendations on a wide variety of public policy issues. There currently is
no formal mechanism for these committees and commissions to report to the City
Council in a formal manner regarding their activities.
The frequency of reporting should relate to how often the Committee/Commission
meets. A suggested reporting frequency could consist of the following timeframes:

Staff is requesting direction as to whether the Council would like formal reports from the
Committees and Commissions and the frequency of the reporting.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
